The Standing Committee on Environment and Sustainable Development met in a televised session at 9:11 a.m. this day, in Room 237-C, Centre Block, the Chair, Bob Mills, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, Hon. Mark Eyking, Hon. John Godfrey, Luc Harvey, Marcel Lussier, Bob Mills, Mario Silva, Maurice Vellacott, Mark Warawa and Jeff Watson.

 

Acting Members present: Hon. Marlene Jennings for Pablo Rodriguez and Hon. Geoff Regan for Hon. Mark Eyking.

 

Associate Members present: Pat Martin.

 

In attendance: Library of Parliament: Tim Williams, Analyst; Sam Banks, Analyst. House of Commons: Justin Vaive, Committee Clerk.

 

Witnesses: Pembina Institute: Matthew Bramley, Director, Climate Change; Mark Winfield, Director, Environmental Governance. Canadian Consumer Specialty Products Association: Shannon Coombs, Executive Director, Representative for Formulated Products Industry Coalition. PollutionWatch: Hugh Benevides, Counsel, Canadian Environmental Law Association. University of Ottawa: Lynda Collins, Assistant Professor, Faculty of Law. Salt Institute of Canada: Al Hamilton, Chemical Business Manager, Sifto Canada; Michael Teeter, Consultant, Principal, Hillwatch Inc..

 

Participants present: Department of Health: Charles Ethier, Director General, Product Safety Programme.

 
Pursuant to Standing Order 108(2) and section 343 of the Canadian Environmental Protection Act, 1999, the Committee resumed the statutory review of the Act: Managing substances - Use of the word toxic and the domestic substance list.
 

Matthew Bramley, Mark Winfield, Shannon Coombs, Hugh Benevides, Al Hamilton and Lynda Collins made statements and, with the other witnesses, answered questions.

 

At 11:07 a.m., the Committee adjourned to the call of the Chair.
