The Standing Committee on Citizenship and Immigration met at 3:31 p.m. this day, in Room 269, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Johanne Deschamps, Barry Devolin, Norman Doyle, Hon. Albina Guarnieri, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

Acting Members present: Jacques Gourde for Rahim Jaffer, Jean-Yves Laforest for Meili Faille and Hon. Keith Martin for Hon. Jim Karygiannis.

 

Other Members present: Mario Silva and Borys Wrzesnewskyj.

 

In attendance: Library of Parliament: Jennifer Wispinski, Analyst; Margaret Young, Analyst.

 

Witnesses: United Nations High Commissioner for Refugees: Jahanshah Assadi, Representative in Canada. Immigration and Refugee Board of Canada: Jean-Guy Fleury, Chairperson. United Nations High Commissioner for Refugees: Buti Kale, Senior Protection Officer. Immigration and Refugee Board of Canada: Timothy Morin, Acting Senior General Counsel; Marilyn Stuart-Major, Executive Director.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of Overview of the Immigration Refugee Board of Canada.
 

Jean-Guy Fleury made a statement and answered questions.

 

At 4:30 p.m., the sitting was suspended.

At 4:35 p.m., the sitting resumed.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of Overview of the United Nations High Commissioner for Refugees.
 

Jahanshah Assadi made a statement and answered questions.

 

Bill Siksay gave notice of the following three motions:

First Motion

That, pursuant to Standing Order 108(2), the Committee recommends that the government establish an in-Canada regularization program that is accessible and affordable to allow non-status immigrants and their families living and working in Canada to apply for permanent residency.

That the Committee adopt this recommendation as a report to the House and that the Chair present this report to the House.

In accordance with the provisions of Standing Order 109, the Committee requests that the Government provide a comprehensive response to this Report.

Second Motion

That, pursuant to Standing Order 108(2), the Committee recommends that the government create a long-term solution for an accessible and affordable program that permits new immigrants to enter Canada to join the workforce, particularly in sectors with labour shortages.

That the Committee adopt this recommendation as a report to the House and that the Chair present this report to the House.

In accordance with the provisions of Standing Order 109, the Committee requests that the Government provide a comprehensive response to this Report.

Third Motion

That, pursuant to Standing Order 108(2), the Committee recommends that the government place an immediate moratorium on deportations of all undocumented workers and their families who pass security and criminality checks while a new immigration policy is put in place.

That the Committee adopt this recommendation as a report to the House and that the Chair present this report to the House.

In accordance with the provisions of Standing Order 109, the Committee requests that the Government provide a comprehensive response to this Report.
