The Standing Committee on Citizenship and Immigration met at 11:16 a.m. this day, in Room 269, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Omar Alghabra, Barry Devolin, Norman Doyle, Meili Faille, Raymond Gravel, Nina Grewal, Rahim Jaffer, Hon. Jim Karygiannis, Ed Komarnicki, Bill Siksay, Hon. Andrew Telegdi and Blair Wilson.

 

In attendance: House of Commons: Samy Agha, Committee Clerk. Library of Parliament: Andrew Kitching, Analyst; Trupati Patel, Analyst.

 

Witnesses: As individuals: Renata Brum Bozzi, Citizenship Judge, Mississauga CIC Office, Citizenship Commission; Raminder Gill, Citizenship Judge, Toronto (St-Clair) CIC Office, Citizenship Commission. Department of Citizenship and Immigration: Michel C. Simard, Senior Citizenship Judge, Office of the Senior Citizenship Judge, Citizenship Commission. As individuals: George Springate, Citizenship Judge, Montreal CIC Office, Citizenship Commission; Mina Yung-Fung, Citizenship Judge, Mississauga CIC Office, Citizenship Commission.

 
Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the Order in Council appointments George Springate, Renata Brum Bozzi, Mina Fung and Raminder Gill to the positions of Citizenship judges which was referred to the Committee on Friday, November 10, 2006.
 

The witnesses made statements and answered questions.

 

Debate arose thereon.

A point of order was raised regarding the procedural admissibility of certain questions posed to a witness.

The Chair ruled the questions out of order because they were concerned with the political affiliation of the appointee, which went beyond the scope of the committee’s examination of Order-in-Council appointees.

Whereupon, Jim Karygiannis appealed the decision of the Chair. The question: “Shall the decision of the Chair be sustained?“ was put and the decision was upheld by a show of hands: YEAS: 7; NAYS: 4.

 

At 1:18 p.m., the Committee adjourned to the call of the Chair.
