The Standing Committee on Citizenship and Immigration met at 9:00 a.m. this day, in Room 269, West Block, the Chair, Norman Doyle, presiding.

 

Members of the Committee present: Johanne Deschamps, Barry Devolin, Norman Doyle, Meili Faille, Raymonde Folco, Nina Grewal, Rahim Jaffer, Ed Komarnicki, Bill Siksay and Blair Wilson.

 

Acting Members present: Lloyd St. Amand for Hon. Andrew Telegdi.

 

In attendance: Library of Parliament: Jennifer Bird, Analyst; Andrew Kitching, Analyst.

 

Witnesses: Immigration and Refugee Board of Canada: Jean-Guy Fleury, Chairperson; Timothy Morin, Acting Senior General Counsel, Legal Services.

 
Pursuant to Standing Order 108(2), the Committee commenced its study of Immigration Issues.
 

Jean-Guy Fleury made a statement and, with the Timothy Morin, answered questions.

 

At 10:38 a.m., the sitting was suspended.

At 10:40 a.m., the sitting resumed.

 

On motion of Bill Siksay, it was agreed, — That the composition of the Subcommittee on Agenda and Procedure be:

- Norman Doyle

- Rahim Jaffer

- Raymonde Folco

- Andrew Telegdi

- Meili Faille

- Bill Siksay.

 

On motion of Bill Siksay, it was agreed, — That the Chair be authorized to seek an Order of Reference from the House of Commons for the Committee’s travel to Kingston, Ontario from October 30, 2006 to October 31, 2006 so the Committee can continue their study on Refugee Issues and visit the Kingston Immigration Holding Centre.

That the Chair be authorized to plan and finalize the budget and itinerary for the Committee’s travel to Kingston, Ontario from October 30 to 31, 2006 and present the budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 

On motion of Raymonde Folco, it was agreed, — That the Committee adopt the travel budget in the amount of $20,195.00 to cover the costs for members and staff to attend a seminar on “Taking the Lead: Refugee and Immigrant Youth” in Montreal from November 23 to November 25, 2006 and that the Chair present the said budget to the Subcommittee on Committee Budgets of the Liaison Committee.

 

By unanimous consent, it was agreed, — That the Foreign Affairs and International Development and Citizenship and Immigration Committees meet jointly with the UN High Commissioner for Refugees on November 2, 2006.

 

At 10:55 a.m., the Committee adjourned to the call of the Chair.
