The Standing Committee on International Trade met at 11:00 a.m. this day, in Room 269, West Block, the Chair, Leon Benoit, presiding.

 

Members of the Committee present: Dean Allison, Guy André, Hon. Navdeep Bains, Leon Benoit, Ron Cannan, Serge Cardin, Peter Julian, Hon. Dominic LeBlanc, Pierre Lemieux, Ted Menzies and Lui Temelkovski.

 

Acting Members present: Hon. Scott Brison for John Maloney, Ken Epp for Ted Menzies and Hon. Raymond Simard for John Maloney.

 

In attendance: Library of Parliament: Michael Holden, Analyst; Elizabeth Kuruvila, Analyst.

 

Witnesses: Canadian Commercial Corporation: John McBride, President. Business Development Bank of Canada: Edmée Métivier, Executive Vice President, Financing and Consulting. Export Development Canada: Eric Siegel, President & Chief Executive Officer, International Trade. Business Development Bank of Canada: Jacques Simoneau, Exectutive Vice President, Investments. Canadian Commercial Corporation: Marc Whittingham, Vice President, Strategy and Organizational Development.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair made an opening statement regarding the Committe meeting of May 10, 2007.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of Bulk Water Removal.
 

Serge Cardin moved, — That, the motion regarding bulk water removal moved on May 3, 2007 and amended on a motion by Peter Julian on May 8, 2007 be adopted and reported to the House.

Debate arose thereon.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Guy André, Navdeep Bains, Scott Brison, Serge Cardin, Peter Julian, Dominic LeBlanc, Lui Temelkovski — 7; NAYS: Dean Allison, Ron Cannan, Pierre Lemieux, Ted Menzies — 4.

 

Ted Menzies moved, — That the documents prepared by the Library of Parliament entitled 1- Bulk Water removals, Water Exports and the NAFTA, 2- Bulk Water Removals: Canadian Legislation, be appended to the evidence of today's Committee meeting.

Debate arose thereon.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Dean Allison, Guy André, Navdeep Bains, Scott Brison, Ron Cannan, Serge Cardin, Peter Julian, Dominic LeBlanc, Pierre Lemieux, Ted Menzies, Lui Temelkovski — 11; NAYS: — 0.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Navdeep Bains moved, — That the Clerk distribute, in both official languages, to all members of the Committee, requests by individuals/associations who have asked to appear before the Committee, including witnesses proposed by the Library of Parliament Analysts;

That the Committee or the Subcommittee on Procedure and Agenda decide on who will be invited to appear; and

That any member of Committee may bring forward to the Committee, or the Subcommittee on Procedure and Agenda, any request for witnesses for decision by either the Committee or the Sub committee on Procedure and Agenda.

Debate arose thereon.

 

Dean Allison moved, — That the motion be amended by adding immediately after the motion the following: “That the witnesses be balanced for and against”.

 

The question was put on the amendment of Dean Allison and it was negatived on division.

 

Ron Cannan moved, — That the motion be amended by deleting the words “or the Subcommittee on Procedure and Agenda”.

 

The question was put on the amendment of Ron Cannan and it was negatived on division.

 

After debate, the question was put on the motion and it was agreed to.

 

On motion of Lui Temelkovski, it was agreed on division, — That the testimony provided at the unofficial meeting of Thursday, May 10, 2007 held from 12:18 p.m. to 1:05 p.m. in Room 701, La Promenade Building attended by certain members of the Standing Committee on International Trade be appended to the evidence of the official portion of the Committee's meeting held pursuant to Standing Order 108(2), on the consideration of Canada-U.S. Trade and Investment Issues and the Security and Prosperity Partnership of North America (SPP).

 
Pursuant to Standing Order 108(2), the Committee resumed its study of Machinery of Government and the Implementation of Canada's Trade Policy.
 

The witnesses made statements and answered questions.

 

At 1:00 p.m., the Committee adjourned to the call of the Chair.
