The Standing Committee on Aboriginal Affairs and Northern Development met in a televised session at 11:02 a.m. this day, in Room 237-C, Centre Block, the Chair, Colin Mayes, presiding.

 

Members of the Committee present: Harold Albrecht, Steven Blaney, Rod Bruinooge, Jean Crowder, Marc Lemay, Yvon Lévesque, Colin Mayes, Hon. Anita Neville, Todd Norman Russell and Brian Storseth.

 

Acting Members present: Hon. Carolyn Bennett for Hon. Larry Bagnell and David J. McGuinty for Nancy Karetak-Lindell.

 

In attendance: House of Commons: Mike MacPherson, Legislative Clerk. Library of Parliament: Tonina Simeone, Analyst; Élise Hurtubise-Loranger, Analyst.

 

Witnesses: Department of Justice: Jim Hendry, General Counsel, Human Rights Law Section; Douglas Kropp, Senior Counsel, Resolution Strategy Unit; Martin Reiher, Senior Counsel, Operations and Programs Section.

 
Pursuant to the Order of Reference of Wednesday, February 21, 2007, the Committee resumed consideration of Bill C-44, An Act to amend the Canadian Human Rights Act.
 

The Committee commenced its clause-by-clause study of the Bill.

 

Anita Neville moved, — That the Committee proceed to the motion placed on notice by Anita Neville.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Carolyn Bennett, Jean Crowder, Marc Lemay, Yvon Lévesque, David J. McGuinty, Anita Neville, Todd Norman Russell — 7; NAYS: Harold Albrecht, Steven Blaney, Rod Bruinooge, Brian Storseth — 4.

 

Anita Neville moved, — Whereas the Standing Committee on Aboriginal Affairs and Northern Development agreed at its meeting of May 10, 2007, that the clause by clause study of C-44 “be reserved until September”,

Whereas the Standing Committee on Aboriginal Affairs and Northern Development adopted a motion on June 19, 2007, calling on “all debate on repeal of section 67 of the Canadian Human Rights Act be suspended for a maximum of 10 months following the adoption of this motion by the Committee”,

That the clause by clause study of bill C-44, An Act to amend the Canadian Human Rights Act, should immediately be suspended until proper consultations have taken place pursuant to the motion adopted by this committee on June 19, 2007.

Debate arose thereon.

 

The question was put on the motion and it was agreed to on the following recorded division: YEAS: Carolyn Bennett, Jean Crowder, Marc Lemay, Yvon Lévesque, David J. McGuinty, Anita Neville, Todd Norman Russell — 7; NAYS: Harold Albrecht, Steven Blaney, Rod Bruinooge, Brian Storseth — 4.

 

On motion of Marc Lemay, it was agreed, — That the Committee do now adjourn.

 

At 12:16 p.m., the Committee adjourned to the call of the Chair.
