The Standing Committee on Aboriginal Affairs and Northern Development met at 11:33 a.m. this day, in a videorecorded session, in Room 371, West Block, the Chair, Colin Mayes, presiding.

 

Members of the Committee present: Harold Albrecht, Steven Blaney, Rod Bruinooge, Jean Crowder, Nancy Karetak-Lindell, Marc Lemay, Yvon Lévesque, Colin Mayes, Hon. Anita Neville, Todd Norman Russell and Brian Storseth.

 

Acting Members present: Gary Merasty for Hon. Larry Bagnell.

 

Associate Members present: Betty Hinton.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Witnesses: Norway House Cree Nation: Marcel Balfour. Six Nations of the Grand River: David General; Richard C. Powless, Consultant. Native Women's Association of Canada: Beverley Jacobs, President. Quebec Native Women's Association: Ellen Gabriel, President.

 
Pursuant to the Order of Reference of Wednesday, February 21, 2007, the Committee resumed consideration of Bill C-44, An Act to amend the Canadian Human Rights Act.
 

Marcel Balfour and David General on Panel A made opening statements and, with the other witness answered questions.

 

At 12:55 p.m., the sitting was suspended.

At 1:00 p.m., the sitting resumed.

 

Beverley Jacobs and Ellen Gabriel on Panel B made statements.

 

By unanimous consent, on motion of Marc Lemay, it was agreed, — That the questions and answers be five (5) minute rounds.

 

The witnesses answered questions.

 

At 1:46 p.m., the sitting was suspended.

At 1:52 p.m., the sitting resumed in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the Sixth Report from the Subcommittee on Agenda and Procedure which read as follows:

Subcommittee on Agenda and Procedure of the Standing Committee on Aboriginal Affairs and Northern Development has the honour to present its SIXTH REPORT

Your Subcommittee met on Thursday, May 10, 2007, to consider the business of the Committee and agreed to make the following recommendations:

1. The Committee plan further hearings on Bill C-44 through June 7, 2007, and that clause-by-clause be reserved until September.

2. Feminist Alliance for International Action be invited to appear on the May 15th panel.

3. A Western regional panel be held and Chief Maryanne DayWalker Pelletier, Chief Rose Laboucan, and Chief Sarah Beaufer be invited.

4. Two legal panels be held to include the following individuals: Professor Black, Professor Chartrand, Wendy Cornet, Louise Mandell, Grand Chief Ed John and Jerome Slavik.

5. That Officials from Indian and Northern Affairs Canada, Department of Justice, and the Canadian Human Rights Commission be invited to appear on June 7, 2007.
