The Standing Committee on Aboriginal Affairs and Northern Development met at 3:30 p.m. this day, in Room 536, Wellington Building, the Chair, Colin Mayes, presiding.

 

Members of the Committee present: Harold Albrecht, Rod Bruinooge, Jean Crowder, Marc Lemay, Yvon Lévesque, Colin Mayes, Gary Merasty, Hon. Anita Neville and Todd Norman Russell.

 

Acting Members present: Bev Shipley for Maurice Vellacott and Chris Warkentin for Inky Mark.

 

In attendance: Library of Parliament: Mary Hurley, Analyst.

 

Witnesses: Department of Indian Affairs and Northern Development : Caroline Davis, Assistant Deputy Minister, Corporate Services; Warren Johnson, Assistant Deputy Minister, Lands and Trust Services; Paul LeBlanc, Senior Assistant Deputy Minister, Socio-economic Policy and Regional Operations Sector; Allan MacDonald, Director General, Federal Interlocutor for Métis and Non Status Indians; Audrey Stewart, Director General, Specific Claims Branch, Claims and Indian Government Sector.

 
Pursuant to Standing Order 108(2), the Committee proceeded to a briefing by officials from the Department of Indian Affairs and Northern Development
 

The witnesses made statements and answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Chair presented the First Report from the Subcommittee on Agenda and Procedure which read as follows:

Subcommittee on Agenda and Procedure of the Standing Committee on Aboriginal Affairs and Northern Development has the honour to present its FIRST REPORT

Your Subcommittee met on Monday, May 15, 2006, to consider the business of the Committee and agreed to make the following recommendations:

1. That the Committee invite the Auditor General to appear on May 29, on Chapter 5 of her 2006 Report, entitled: Management of Programme for First Nations.

2. That the Committee undertake a study on education of Aboriginal People and that it hear from National Aboriginal organizations on this matter, and that the first meeting be a briefing from the Department.

It was agreed, — That the First report of the Subcommittee on Agenda and Procedure be adopted.

 

Anita Neville moved, — That the Fifth Report of this Committee in the 1st Session of the 38th Parliament entiled: Walking arm-in-arm to resolve the issue of on-reserve matrimonial real property be adopted as a report in this session; that the Chair present the report to the House; and that, pursuant to Standing Order 109, the Committee request that the Government table a comprehensive response to the report.

Debate arose thereon.

 

By unanimous consent, on motion of Rod Bruinooge, it was agreed, — That the vote on this motion be held on Wednesday, May 17, 2006 after the Committee has heard from the Minister of Indian Affairs and Northern Development.

 

At 5:31 p.m., the Committee adjourned to the call of the Chair.
