The Subcommittee on Veterans Affairs of the Standing Committee on National Defence and Veterans Affairs met in camera at 11:01 a.m. this day, in Room 362 East Block, the Chair, Anthony Rota, presiding.

 

Members of the Subcommittee present: Betty Hinton, Gordon O'Connor, Gilles-A. Perron, Anthony Rota, Peter Stoffer and Rose-Marie Ur.

 

In attendance: Library of Parliament: Michel Rossignol, Analyst.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Subcommittee adopt the routine motions as adopted by the Standing Committee on National Defence and Veterans Affairs with the exception of the motion creating the subcommittee which read as follows:

 

Motion to receive and publish evidence in the absence of a quorum

That the Chair be authorized to hold meetings to receive and publish evidence when a quorum is not present, provided that at least three (3) members are present including a member of the opposition and one member of the government

Time limits for witnesses statements and questioning

That witnesses be given, at the discretion of the Chair, ten (10) minutes to make their opening statement; That during the questioning of witnesses the time allocated to each questioner be as follows: On the first round of questioning, seven (7) minutes to a representative of each party in the following order: Conservatives, Bloc Québécois, NDP and Liberals. On the following rounds of questioning, five (5) minutes per party beginning with the Conservatives, the Liberals, the Bloc Québécois, the Liberals, the Conservatives, the Liberals and the Conservatives, and in a third round the order would be the same as in the second round with the NDP being able to ask questions at the end of the round; and that when a Minister is in attendance in the first round of questioning ten (10) minutes be allocated to each of the opposition parties and ten (10) minutes to the Liberal party, and in a second round five (5) minutes to each party in the following order; Conservative, Liberal, Bloc Québécois, Liberal, Conservative, Liberal and Conservative, and in a third round the order would be the same as in the second round with the NDP being able to ask questions at the end of the round

Payment of witnesses' travel and living expenses

That, if requested, reasonable travel, accommodation and living expenses be reimbursed to witnesses not exceeding two (2) representatives per organization; and that, in exceptional circumstances, payment for more representatives be at the discretion of the Chair

Distribution of documents with translation

That the Clerk of the Subcommittee be authorized to distribute to the members of the Subcommittee documents only when they exist in both official languages and that no document provided by a witness be distributed without the Clerk's authorization

Staff attending in camera meetings

That, during in camera meetings a member may be accompanied by one assistant and in the event that a member is unable to attend a meeting, one (1) assistant from their office may be present

In camera meetings transcripts

That one copy of the transcript of all in camera meetings be kept in the Subcommittee Clerk’s office for consultation by members of the Subcommittee

Notice of substantive motions

That, except for amendments to bills, twenty-four (24) hours’ written notice be given before any substantive motion is considered by the Subcommittee; and That the motion be filed with the Clerk of the Subcommittee and circulated to members in both official languages. Upon receipt of the notice, the Clerk shall put the motion on the agenda of the Subcommittee’s next meeting

 

It was agreed, — That the Minister of Veterans Affairs be invited to appear Monday, February 7, 2005 and that the meeting be televised if possible.

 

It was agreed, — That inquiries be made as to which recommendations of the Subcommittee's report, Honouring the Pledge, have been implemented and why the others have not been implemented.

 

It was agreed, — That, pursuant to Standing Order 108 (2), the Committee undertake a study on Post-traumatic Stress Syndrome.

 

It was agreed, — That the following witnesses: André Marin, Ombudsman for the Department of National Defence and the Canadian Forces and Dr. Robert Belzile be invited to appear in relation to the Committee's study on Post-traumatic Stress Syndrome, Monday, December 6, 2004.

 

It was agreed, — That, pursuant to Standing Order 108 (2), the Committee undertake a study on the Veteran Independence Program.

 

At 11:59 a.m., the Subcommittee adjourned to the call of the Chair.
