The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 1:00 p.m. this day, in Room 371 West Block, the Chair, David Kilgour, presiding.

 

Members of the Subcommittee present: Navdeep Bains, Diane Bourgeois, Hon. Ed Broadbent, Stockwell Day, Peter Goldring, Hon. David Kilgour and Hon. Paddy Torsney.

 

In attendance: Library of Parliament: Marcus Pistor, Analyst.

 

Witnesses: Canadian Council for International Cooperation: Gerry Barr, President and Chief Executive Officer. Rights and Democracy (International Centre for Human Rights and Democratic Development): Carole Samdup, Programme Officer. Canadian International Development Agency: Naresh Singh, Director General, Governance and Social Development Policy. World Vision Canada: Kathy Vandergrift, Director of Policy.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That the Subcommittee do meet on Wednesdays, from 3:30 p.m. to 5:30 p.m. provided this is agreable to all members.

 

On motion of Ed Broadbent, it was agreed, — That this Committee follow suit with the full Committee on Foreign Affairs and International Trade and strongly urge the government to substantially increase the funding to the International Centre for Human Rights and Democratic Development (Rights and Democracy).

 

It was agreed, — That the work plan as prepared by the analyst in consultation with the Chair, on the study of Rights-Based Development be approved.

 
Pursuant to Standing Order 108(2), the Subcommittee proceeded to a briefing session on Rights-Based Development.
 

The witnesses made statements and answered questions.

 

At 3:00 p.m., the Subcommittee adjourned to the call of the Chair.
