The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 9:17 a.m. this day, in Room 701 La Promenade Building, the Chair, David Kilgour, presiding.

 

Members of the Subcommittee present: Navdeep Bains, Diane Bourgeois, Hon. Ed Broadbent, Peter Goldring, Hon. David Kilgour and Hon. Paddy Torsney.

 

In attendance: Library of Parliament: Marcus Pistor, Analyst.

 

Witnesses: Regroupement québécois des Centres d'aide et de lutte contre les agressions à caractère sexuel: Rita Acosta. Amnesty International (Canada): Mélanie Bizet, Campaign Coordinator, Canadian Francophone Chapter. Fédération des femmes du Québec: Gisèle Bourret, Advisor. As Individuals: Marie-Hélène Côté, Member of the Comité québécois de solidarité avec les femmes de Ciudad Juárez, Commission québécoise de solidarité avec les femmes de Ciudad Juárez. Amnesty International (Canada): Cheryl Hotchkiss, Women Human Rights Campaigner. As Individuals: Marie France Labrecque, Member of the Comité québécois de solidarité avec les femmes de Ciudad Juárez , Commission québécoise de solidarité avec les femmes de Ciudad Juárez. Pursuant to Standing Order 108(2), the Subcommittee proceeded to a briefing session on Killing of women in Ciudad Juarez.
 

The witnesses made statements and answered questions.

 

On motion of Diane Bourgeois, it was agreed, — That Prime Minister Paul Martin, Foreign Affairs Minister Pierre Pettigrew, International Cooperation Minister Aileen Carroll, International Trade Minister James Scott Peterson and all other representatives of the Canadian government to raise the question of feminicide in the State of Chihuahua, the violations of human rights there and the impunity of perpetrators, in their discussions and meetings with representatives of the Mexican government. In particular, we call upon them to make themselves fully informed about the situation (assassinations and disappearances) and current investigation practices and procedures, and determine what type of collaboration could be developed in this regard.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

On motion of Ed Broadbent, it was agreed, — That the motion on Darfur adopted by the Subcommittee on Thursday, November 25, 2004 be amended by:

a) Striking out the words “ as well as the impending visit of President George W. Bush’’ in the first paragraph;

b) By adding the word “ National ‘’ immediately before the word ‘’Defence’’ .

 

On motion of Ed Broadbent, it was agreed, — That the following motions:

a) On Darfur adopted on Thursday, November 25, 2004, (Meeting No 3)

b) On Burma adopted on Wednesday, December 1st, 2004 (Meeting No 4), and

c) On Tibet and on the persecution of People of Faith adopted on Thursday, December 2, 2004 (Meeting No 5)

be respectively reported to the Standing Committee on Foreign Affairs and International Trade as the First, Second and Third Reports of the Subcommittee and the Subcommittee request that the Standing Committee do act on those recommendations.

 

On motion of Ed Broadbent, it was agreed, — That the operational budget of $10 100.00 intended to pay for witnesses appearing before the Subcommittee be adopted and that it be referred to the Standing Committee for its submission to the Liaison Committee.

 

At 11:03 a.m., the Subcommittee adjourned to the call of the Chair.
