The Subcommittee on Human Rights and International Development of the Standing Committee on Foreign Affairs and International Trade met at 3:32 p.m. this day, in Room 209 West Block, the Chair, Hon. David Kilgour, presiding.

 

Members of the Subcommittee present: Navdeep Bains, Diane Bourgeois, Hon. Ed Broadbent, Stockwell Day, Peter Goldring, Hon. David Kilgour and Hon. Paddy Torsney.

 

Other Members present: Joe Comartin.

 

In attendance: Library of Parliament: Marcus Pistor, Analyst.

 

Witnesses: International Centre for Human Rights and Democratic Development: Diana Bronson, Coordinator, Program on Globalisation and Human Rights. MiningWatch Canada: Catherine Coumans, Research Coordinator and Asia Pacific Program. As Individuals: Onsino Mato; Godofredo Galos; Craig Forcese, Law Professor, University of Ottawa.

 
By unanimous consent, the Committee discussed the issue of child soldiers in Sri Lanka.
 
Pursuant to Standing Order 108(2), the Subcommittee commenced its study of the activities of Mining Company TVI Pacific, Inc. in the Philippines.
 

Catherine Coumans and Diana Bronson made statements and with Craig Forcese answered questions.

 

By unanimous consent, it was agreed, — That the Subcommittee continue the sitting in camera.

 

At 4:47 p.m., the sitting was suspended.

At 4:53 p.m., the sitting resumed in camera.

 

Godofredo Galos and Onsino Mato made statements.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 

It was agreed, — That representatives of TVI Pacific Inc. be invited to appear before the Subcommittee.

 

It was agreed, — That additional witnesses be invited to appear in relation to the activities of TVI Pacific Inc. and that the Chair consult the other Members on the selection of witnesses.

 

It was agreed, — That, pursuant to Standing Order 108 (2), and in light of the recent joint letter by parliament's opposition leaders to the Prime Minister calling for clarity of purpose for the Canadian International Development Agency, and respecting a timeline for Canada to reach 0.7% of GDP going to development assistance, the Sub-committee on Human Rights and International Development study the issue of federal legislation for Official Development Assistance and issue a report to the Standing Committee on Foreign Affairs and International Trade.

 

It was agreed, — That the Subcommittee convene a meeting to discuss recent cuts to the NGO Project Facility Fund by CIDA.

 

At 5:37 p.m., the Subcommittee adjourned to the call of the Chair.
