The Subcommittee on Committee Budgets of the Liaison Committee met in camera at 1:10 p.m. this day, in Room 112-N Centre Block, Bonnie Brown, presiding.

 

Members of the Subcommittee present: Bonnie Brown, Marlene Catterall, Pat O'Brien, Bernard Patry, Andrew Telegdi and John Williams.

 

Acting Members present: Charlie Penson for Gurmant Grewal.

 

Other Members present: Roger Gallaway, John Maloney, Massimo Pacetti, Brent St. Denis and Paul Steckle.

 

In attendance: Liaison Committee: Marc Bosc, Clerk. Standing Committee on National Defence and Veterans Affairs: Angela Crandall, Clerk of the Committee. Standing Committee on Finance: Richard Dupuis, Clerk of the Committee. Subcommittee on Solicitation Laws of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness: Marc-Olivier Girard. Standing Committee on Agriculture and Agri-Food: Bibiane Ouellette, Clerk of the Committee. Standing Committee on Industry, Science and Technology: Louise M. Thibault, Clerk. Pursuant to Standing Order 107(1), the Subcommittee commenced its study of budget sumissions.
 

The Clerk gave a presentation on the financial status of the global envelope for committees activities.

 

It was agreed, — That the Standing Committee on Industry, Natural Resources, Science and Technology be granted an operational budget of $63,200 for its study on Bill C-21, An Act respecting not-for-profit corporations and other corporations without share capital.

 

It was agreed, — That the Standing Committee on Transport be granted an operational budget of $8,900 for its study on the return of land to farmers and former owners in Mirabel.

 

It was agreed, — That the Standing Committee on Canadian Heritage be granted an operational budget of $54,000 for its study on the Canadian Feature Film Industry.

 

It was agreed, — That a budget of $19,635 be allocated to the Standing Committee on Canadian Heritage for a consultant selected by the Library of Parliament to assist the committee with its study of the Canadian feature film industry from December 15, 2004 to March 31, 2005.

 

It was agreed, — That the Subcommittee on Soliciting Laws of the Standing Committee on Justice, Human Rights, Public Safety and Emergency Preparedness be granted an operational budget of $9,900 for general operating expenses.

 

It was agreed, — That the Standing Committee on Transport be granted a travel budget of $69,619 to travel to Halifax, Saint John, Montreal and Toronto, from January 30 to March 31, 2005, for informal meetings and site visits in relation to its study on Canadian Airports System, Trucking Issues and, Port Security.

 

It was agreed, — That the Standing Committee on Transport be granted a travel budget of $96,196 to travel to Washington, Winnipeg, Calgary and Vancouver, from January 30 to March 31, 2005, for informal meetings and site visits in relation to its study on Canadian Airports System, Trucking Issues and, Port Security.

 

It was agreed, — That the Standing Committee on Canadian Heritage be granted a travel budget of $95,882 to travel to Vancouver (BC), from March 9 to 11, 2005, for public hearings on its study on the Canadian Feature Film Industry.

 

It was agreed, — That the Standing Committee on Agriculture and Agri-Food be granted a travel budget of $49,147 to travel to Abbotsford (BC), from January 17 to 19, 2005, for site visits to study avian flu situation.

 

It was agreed, — That the Standing Committee on Canadian Heritage be granted a travel budget of $46,722 (fiscal year 2005-2006) to travel to Toronto (ON), from April 12 to 14, 2005, for public hearings on its study on the Canadian Feature Film Industry.

 

It was agreed, — That the Standing Committee on Canadian Heritage be granted a travel budget of $30,610 (fiscal year 2005-2006) to travel to Montreal (QC), from April 19 to 21, 2005, for public hearings on its study on the Canadian Feature Film Industry.

 

It was agreed, — That the Standing Committee on Canadian Heritage be granted a travel budget of $62,182 (fiscal year 2005-2006) to travel to Halifax (NS), from May 17 to 19, 2005, for public hearings on its study on the Canadian Feature Film Industry.

 

It was agreed, — That a budget of $63,494 be allocated to the Standing Committee on National Defence and Veterans Affairs for a consultant selected by the Library of Parliament to assist the committee with its study of the acquisition of submarines and other matters relating to national defence and veterans affairs from December 15, 2004 to March 31, 2005.

 

It was agreed, — That a budget of $180,000 be allocated to the Standing Committee on Finance for four consultants selected by the Library of Parliament to assist the committee with its study of the quarterly updates of the fiscal balance from December 15, 2004 to March 31, 2005.

 

It was agreed, — That the Library of Parliament submit a report on the usage and availability of expert resources for parliamentary committees.

 

It was agreed, — That the question of witness travel be referred to the main committee for further consideration.

 

At 2:07 p.m., the Subcommittee adjourned to the call of the Chair.
