The Standing Committee on Procedure and House Affairs met at 11:05 a.m. this day, in Room 112-N, Centre Block, the Chair, Hon. Don Boudria, presiding.

 

Members of the Committee present: Françoise Boivin, Hon. Don Boudria, Bill Casey, Michel Guimond, Dale Johnston, Hon. Dominic LeBlanc, Hon. Judi Longfield, Pauline Picard, Hon. Karen Redman, Scott Reid and John Reynolds.

 

Acting Members present: Gary Carr for Hon. Dominic LeBlanc, Gary Carr for Hon. Karen Redman, Joe Comartin for Yvon Godin and Jay Hill for Scott Reid.

 

In attendance: Library of Parliament: James Robertson, Principal.

 

Witnesses: Royal Canadian Mounted Police: C/Supt Line Carbonneau, Officer Responsible, Protective Operations, NCR. House of Commons: MGen G. Cloutier, Sergeant-at-Arms; Raymond Pelletier, Major Events Coordinator, Parliamentary Precinct Services; Neal Parker, Director, Security Services, Parliamentary Precinct Services.

 
Pursuant to the Order of Reference of Wednesday, December 1st, 2004, the Committee resumed consideration of the question of privilege relating to the free movement of Members within the parliamentary precinct during the visit of President George W. Bush.
 

The witnesses made statements and answered questions.

 

At 12:09 p.m., the sitting was suspended.

At 12:10 p.m., the sitting resumed in camera.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed its review of the Standing Orders, procedure and practice of the House.
 

The Committee commenced consideration of a draft report.

 

It was agreed, — That the draft report be adopted.

 

It was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

It was agreed, — That the Chair present the report to the House.

 

It was agreed, — That the draft letter to the Leader of the Government in the House of Commons concerning the prior review of appointments be approved.
