The Standing Committee on Public Accounts met in a televised session at 3:33 p.m. this day, in Room 237-C Centre Block, the Chair, John Williams, presiding.

 

Members of the Committee present: Dean Allison, Gary Carr, Brian Fitzpatrick, Mark Holland, Walt Lastewka, Shawn Murphy, Benoît Sauvageau and John Williams.

 

Acting Members present: Joe Comartin for David Christopherson, Beth Phinney for Borys Wrzesnewskyj and Louis Plamondon for Sébastien Gagnon.

 

In attendance: Library of Parliament: Brian O'Neal, Analyst; Marc-André Pigeon, Analyst.

 

Witnesses: As an Individual: Arthur Kroeger.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Benoît Sauvageau moved, — That, given Commissioner Gomery’s decision of February 10, 2005 that contracts for public opinion research and strategic advice (Chapter 5 of the November 2003 Report of the Auditor General) would not be examined by the Gomery Commission (pages 12788 and 12789 of the evidence), the Standing Committee on Public Accounts undertake to investigate and report on the matter of research and advice contracts awarded..

 

Mark Holland moved, — That the motion be referred to the Steering Committee for further discussion.

 

The question was put on the motion and it was negatived, by a show of hands: YEAS: 6; NAYS: 5.

 

The Committee resumed consideration of the motion of Benoît Sauvageau, — That, given Commissioner Gomery’s decision of February 10, 2005 that contracts for public opinion research and strategic advice (Chapter 5 of the November 2003 Report of the Auditor General) would not be examined by the Gomery Commission (pages 12788 and 12789 of the evidence), the Standing Committee on Public Accounts undertake to investigate and report on the matter of research and advice contracts awarded..

 

The question was put on the motion and it was agreed to, by a show of hands: YEAS: 6; NAYS: 3.

 
Pursuant to Standing Order 108(3)(g), the Committee resumed consideration of Governance and Accountability within the Federal Public Service, with an emphasis on ministerial and deputy ministerial accountability.
 

The witness made an opening statement, and answered questions.

 

At 5:21 p.m., the Committee adjourned to the call of the Chair.
