The Standing Committee on National Defence and Veterans Affairs met in camera at 9:02 a.m. this day, in Room 705 La Promenade Building, the Chair, Pat O'Brien, presiding.

 

Members of the Committee present: Claude Bachand, Hon. Larry Bagnell, Hon. Bill Blaikie, Rick Casson, Betty Hinton, Dave MacKenzie, Hon. Keith Martin, Pat O'Brien, Hon. Gordon O'Connor, Gilles-A. Perron and Anthony Rota.

 

Acting Members present: Rob Anders for Gordon O'Connor.

 

In attendance: Library of Parliament: Wolf Koerner, Analyst; Michel Rossignol, Analyst. As an Individual: Joseph P. Culligan, Consultant.

 

Appearing: Hon. Bill Graham, Minister of National Defence.

 

Witnesses: Department of National Defence: Gen R.J. Hillier, Chief of the Defence Staff; LGen Eric A. Findley, Deputy Commander North American Aerospace Defence Command; Ward P. Elcock, Deputy Minister; Alan Williams, Assistant Deputy Minister, Materiel; Rodney Monette, Assistant Deputy Minister, Finance and Corporate Services.

 

At 9:02 a.m., the Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the Minister of Veterans Affairs be invited to appear in relation to Main Estimates before the end of April.

 

It was agreed, — That any supplementary opinions to the Committee's study on the acquisition of submarines be submitted electronically to the Clerk of the Committee no later than 48 hours after the Committee adopts the report.

 

It was agreed, — That the Committee postpones its proposed travel plans for the parliamentary break weeks of April 25 to 29 and May 24 to 27, 2005.

 

It was agreed, — That the proposed budget in the amount of $ 93,910, for the Committee’s travel to Colorado Springs, CO, Washington DC and Norfolk VA in the United States during the month of July 2005, be adopted and that the Chair present the said budget to the Budget Subcommittee of the Liaison Committee.

 

It was agreed, — That the Committee would hold a special meeting, if necessary, on Wednesday, April 13, 2005, from 3:30 p.m. to 5:30 p.m..

 

At 9:58 a.m., the sitting was suspended.

At 10:02 a.m., the sitting resumed.

 
Pursuant to Standing Order 81(4), the Committee commenced consideration of the Main Estimates 2005-2006: credits 1, 5, 10, 15 and 20 under NATIONALE DEFENCE referred to the Committee on Friday, February 25, 2005.
 

The Minister made a statement and, with the other witnesses, answered questions.

 

At 10:54 a.m. Mr. Casson took the Chair.

 

At 10:58 a.m. Mr. O'Brien took the Chair.

 

At 12:06 p.m., the Committee adjourned to the call of the Chair.
