The Standing Committee on Industry, Natural Resources, Science and Technology met at 9:02 a.m. this day, in Room 308, West Block, the Chair, Brent St. Denis, presiding.

 

Members of the Committee present: Marc Boulianne, Michael Chong, Paul Crête, Hon. Marlene Jennings, Lynn Myers, Brent St. Denis and Bradley R. Trost.

 

Acting Members present: Hon. Larry Bagnell for Hon. Jerry Pickard, Raymonde Folco for Hon. Denis Coderre, James Rajotte for Werner Schmidt and Bill Siksay for Brian Masse.

 

In attendance: Library of Parliament: Andrew Kitching, Analyst; Dan Shaw, Analyst.

 

Witnesses: Competition Bureau: Sheridan Scott, Commissioner of Competition; Richard Taylor, Deputy Commissioner of Competition, Civil Matters Branch; Brendan Ross, Senior Competition Law Officer, Fair Business Practices Branch; Rhona Einbinder-Miller, General Counsel, Competition Law Division, Department of Justice; Suzanne Legault, Assistant Deputy Commissioner of Competition, Legislative Affairs Division.

 
Pursuant to the Order of Reference of Tuesday, November 16, 2004, the Committee resumed consideration of Bill C-19, An Act to amend the Competition Act and to make consequential amendments to other Acts.
 

Sheridan Scott made a statement and, with the other witnesses, answered questions.

 

At 10:11 a.m., the sitting was suspended.

At 10:15 a.m., the sitting resumed.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

Marlene Jennings moved, — That no further amendments be brought on Bill C-19.

Debate arose thereon.

 

By unanimous consent, the motion was withdrawn.

 

Marlene Jennings moved, — That, in any study of future legislation, there be a 48-hour notice requirement for amendments and that unanimous consent be required to consider other amendments.

Debate arose thereon.

 

By unanimous consent, it was agreed, — That amendments on Bill C-19 be submitted to the Clerk by 9 a.m. on Monday, October 31.

 

By unanimous consent, it was agreed, — That the clause-by-clause consideration of Bill C-19 be postponed until Wednesday, November 2, at 3:30 p.m. and that it resume on Thursday, November 3, if necessary.

 

It was agreed, — That the motion of Marlene Jennings concerning a proposed 48-hour notice requirement for amendments to bills be dealt with at 5 p.m. on Wednesday, November 2, and that if the Committee has not disposed of the motion before 5:30 p.m., discussion of the motion continue as the first order of business at the meeting of Thursday, November 3.

 

It was agreed, — That, upon request, amendments already received on Bill C-19 be made available to the public.

 

At 10:37 a.m., the Committee adjourned to the call of the Chair.
