The Standing Committee on Foreign Affairs and International Trade met at 11:03 a.m. this day, in Room 253-D, Centre Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Hon. Maurizio Bevilacqua, Stockwell Day, Helena Guergis, Francine Lalonde, Hon. Lawrence MacAulay, Alexa McDonough, Hon. Dan McTeague, Ted Menzies, Pierre A. Paquette, Bernard Patry, Beth Phinney and Kevin Sorenson.

 

Acting Members present: Hon. Larry Bagnell for Beth Phinney, Michael Chong for Stockwell Day, Hon. Paul DeVillers for Beth Phinney, Hon. Mark Eyking for Hon. Lawrence MacAulay, Peter Goldring for Ted Menzies, Randy Kamp for Helena Guergis and Massimo Pacetti for Beth Phinney.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst.

 

Witnesses: École nationale d'administration publique: Nelson Michaud, Director, Groupe d’études, de recherche et de formation internationales (GERFI). Department of Justice: Shari Buchanan, Legal Counsel. Natural Resources Canada: Bob Lomas, Director, Special Projects Division; Louis Perron, Senior Policy Advisor, Programs Branch.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on June 7, 2004, the Committee resumed its study of the International Policy Statement.
 

Mr. Michaud made a statement and answered questions.

 

At 12:03 p.m., the sitting was suspended.

At 12:09 p.m., the sitting resumed.

 
Pursuant to the Order of Reference of Monday, November 21, 2005, the Committee commenced consideration of Bill S-36, An Act to amend the Export and Import of Rough Diamonds Act.
 

Mr. Lomas made a statement and, with the other witnesses, answered questions.

 

Clauses 1 to 7 inclusive carried severally.

 

The Title carried.

 

The Bill carried.

 

ORDERED, — That the Chair report the Bill to the House.

 

At 12:35 p.m., the Committee adjourned to the call of the Chair.
