The Standing Committee on Foreign Affairs and International Trade met at 9:05 a.m. this day, in Room 308 West Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Maurizio Bevilacqua, Stockwell Day, Francine Lalonde, Lawrence MacAulay, Alexa McDonough, Dan McTeague, Ted Menzies, Pierre A. Paquette, Bernard Patry, Beth Phinney, Kevin Sorenson and Belinda Stronach.

 

Acting Members present: Jack Layton for Alexa McDonough and Roger Valley for Beth Phinney.

 

Associate Members present: Denis Coderre.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst; Marcus Pistor, Analyst.

 

Witnesses: As an Individual: Frank McKenna, Ambassador designate to the United States of America. Royal Military College of Canada: Joseph Buckley, Professor of Physics. University of British Columbia: Michael Byers, Academic Director, Liu Institute for Global Issues; Ross M. Neil, Graduate Researcher, Liu Centre for Global Issues. Polaris Institute: Steven Staples, Director, Project on the Corporate-Security State.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 1, 2005, the Committee commenced its consideration of the appointment of the Canadian Ambassador to the United States of America.
 

The Honourable Frank McKenna made a statement and answered questions.

 

At 10:29 a.m., the sitting was suspended.

At 10:38 a.m., the sitting resumed.

 
Pursuant to the Order of Reference of Tuesday, December 7, 2004, the Committee resumed consideration of Bill C-25, An Act governing the operation of remote sensing space systems.
 

The Committee resumed consideration of Clause 2.

 

The witnesses made statements and answered questions.

 

On motion of Kevin Sorenson, it was agreed, — That the Committee request that the Government provide to the Committee the text of Annex II of the Agreement of June 16, 2000 between the Government of the United States of America and the Government of Canada concerning the Operation of Commercial Remote Sensing Satellite Systems.

 

At 11:36 a.m. the Vice-Chair, Kevin Sorenson, took the Chair.

 

At 11:44 a.m. the Chair, Bernard Patry, took the Chair.

 

It was agreed, — That witnesses from the Centre for Research and Applications in Remote Sensing from the University of Sherbrooke be invited to appear on February 24, 2005 and that the Committee, not withstanding the motion of February 15, 2005, proceed to clause by clause study on March 8, 2005 .

 

At 12:02 p.m., the Committee adjourned to the call of the Chair.
