The Standing Committee on Foreign Affairs and International Trade met in a televised session at 8:36 a.m. this day, in Room 253-D Centre Block, the Chair, Bernard Patry, presiding.

 

Members of the Committee present: Stockwell Day, Francine Lalonde, Alexa McDonough, Dan McTeague, Ted Menzies, Pierre A. Paquette, Bernard Patry, Beth Phinney, Kevin Sorenson and Belinda Stronach.

 

Acting Members present: Navdeep Bains for Lawrence MacAulay and Michael John Savage for Maurizio Bevilacqua.

 

Associate Members present: Roger Valley.

 

In attendance: Library of Parliament: Gerald Schmitz, Principal; James Lee, Analyst; Marcus Pistor, Analyst.

 

Appearing: Hon. Pierre Pettigrew, Minister of Foreign Affairs.

 

Witnesses: United Nations Children's Fund (UNICEF): Carol Bellamy, Executive Director. Department of Foreign Affairs : Peter Harder, Deputy Minister; James Fox, Director General, South and South East Asia Bureau; Serge Paquette, Acting Director, Emergency Services; Marie Gervais-Vidricaire, Director General, Global Issues Bureau.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 3, 2005, the Committee commenced its consideration of issues relating to UNICEF.
 

Carol Bellamy made a statement and answered questions.

 

At 9:30 a.m., the sitting was suspended.

At 9:33 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 15, 2005, the Committee commenced its study of Canada's role in promoting peace and security in the areas affected by the tsunami in Asia and Canada's capability to respond to international humanitarian catastrophes.
 

The Minister made a statement and, with the witnesses from the Department of Foreign Affairs, answered questions.

 

At 10:34 a.m., the sitting was suspended.

At 10:41 a.m., the sitting resumed.

 

The Committee proceeded to sit in camera.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That, pursuant to Standing Order 108(2), the Committee consider issues related to the United Nations Population Fund (UNFPA) and invite the Executive Director to appear on February 24, 2005.

 

It was agreed, — That, pursuant to Standing Order 108(2), the Committee consider issues related to the World Bank and invite its President to appear on March 24, 2005, or on such other date as may be agreed upon with the Chair in respecting the Committee's schedule.

 

It was agreed, — That, the Committee concur with the carrying out of a study on Emerging Markets by the Subcommittee on International Trade, Trade Disputes and Investment and note that the study contributes to the Committee's intended study on the Goverment's International Policy Review.

 

It was agreed, — That the Chair communicate with members with regard to the expeditious reception and distribution of substantive motions for consideration by the Committee.

 

It was agreed, — That with regard to Committee study of Bill C-25, An Act governing the operation of remote sensing space systems, that witnesses drawn from lists submitted by members be heard on February 22, 2005.

 

It was agreed, — That the members of the Committee submit to the Clerk of the Committee all of their proposed amendments to Bill C-25 no later than February 23, 2005.

 

It was agreed, — That the Committee commence its clause-by-clause study of the Bill on February 24, 2005.

 

At 12:02 p.m., the Committee adjourned to the call of the Chair.
