The Standing Committee on Access to Information, Privacy and Ethics met at 3:41 p.m. this day, in Room 269 West Block, the Chair, David Chatters, presiding.

 

Members of the Committee present: Navdeep Bains, Hon. Ed Broadbent, David Chatters, Johanne Deschamps, Art Hanger, Russ Hiebert, Hon. Marlene Jennings, Mario Laframboise, Derek Lee, David Tilson and Paul Zed.

 

Acting Members present: Russ Powers for Carolyn Parrish.

 

In attendance: House of Commons: Jean-Philippe Brochu, Committee Clerk. Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst.

 

Witnesses: Office of the Information Commissioner of Canada: John M. Reid, Information Commissioner ; J. Alan Leadbeater, Deputy Information Commissioner ; Ruth L. McEwan, Director General, Corporate Services.

 
Pursuant to the Order of the House of Friday, October 8, 2004, the Committee commenced consideration of the Main Estimates 2004-2005.
 

The Chair called Vote 40 (Office of the Information Commissioner of Canada) under JUSTICE.

 

John M. Reid made a statement and, with the other witnesses, answered questions.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

By unanimous consent, Ed Broadbent moved, — That the Committee request that the Standing Orders and the Conflict of Interest Code for Members of the House of Commons be amended to provide that reports of the Ethics Commissioner pursuant to section 28 of the Code may be referred to the Standing Committee on Access to Information, Privacy and Ethics .

Debate arose thereon.

 

On motion of Marlene Jennings, it was agreed, — That the motion be amended by adding after the word “request” the words “that the House Leaders consider amending”; and by replacing the words “ be amended“ with the words “so as“.

 

The question was put on the motion, as amended, and it was agreed to unanimously.

 

At 5:35 p.m., the Committee adjourned to the call of the Chair.
