The Standing Committee on Access to Information, Privacy and Ethics met at 9:04 a.m. this day, in Room 209 West Block, the Acting Chair, David Tilson, presiding.

 

Members of the Committee present: Navdeep Bains, Ed Broadbent, Ken Epp, Russ Hiebert, Marlene Jennings, Mario Laframboise, Derek Lee, Russ Powers and David Tilson.

 

Acting Members present: Michel Guimond for Marc Boulianne and Tom Lukiwski for David Chatters.

 

In attendance: Library of Parliament: Kristen Douglas, Analyst; Nancy Holmes, Analyst.

 

Witnesses: Office of the Ethics Commissioner: Bernard Shapiro, Ethics Commissioner; Robert F. Benson, Deputy Ethics Commissioner. House of Commons: Rob Walsh, Law Clerk and Parliamentary Counsel.

 
Pursuant to Standing Order 108(3)(h) and the motion adopted by the Committee on May 31, 2005, the Committee commenced its study of the legal issues relating to the non-publication of the Report of the Ethics Commissioner on the Sgro inquiry.
 

Bernard Shapiro made a statement and, with Robert F. Benson, answered questions.

 

At 10:21 a.m., the sitting was suspended.

At 10:22 a.m., the sitting resumed.

 

Rob Walsh made a statement and answered questions.

 

It was agreed, — That the Committee hold a meeting with Bernard Shapiro on Thursday, June 9, 2005, at 9:00 a.m., in relation to the letter tabled in the House of Commons by Judy Sgro on May 10, 2005.

 

It was agreed, — That Rob Walsh, in consultation with the Ethics Commissioner, draft amendments to the Parliament of Canada Act for consideration by the Committee in the future to improve the Act respecting the functions of the Ethics Commissioner in relation to public office holders raised at this meeting.

 

At 10:51 a.m., the Committee adjourned until 9:00 a.m. on Tuesday, June 7, 2005.
