The Standing Committee on Environment and Sustainable Development met in a televised session at 11:06 a.m. this day, in Room 237-C Centre Block, the Chair, Alan Tonks, presiding.

 

Members of the Committee present: Bernard Bigras, Nathan Cullen, David J. McGuinty, Bob Mills, Yasmin Ratansi, Lee Richardson, Christian Simard, Alan Tonks and Jeff Watson.

 

Acting Members present: Wajid Khan for Hon. Bryon Wilfert, Beth Phinney for Hon. Denis Paradis, Russ Powers for Hon. Bryon Wilfert, Francis Scarpaleggia for Yasmin Ratansi, Andrew Scheer for Brian Jean and David Smith for Hon. Denis Paradis.

 

In attendance: Library of Parliament: Tim Williams, Analyst; Kristen Douglas, Analyst.

 

Appearing: Hon. David Emerson, Minister of Industry.

 

Witnesses: Assembly of First Nations: Phil Fontaine, National Chief; Peigi Wilson.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on November 23, 2004, the Committee resumed its study on Canada's Implementation of the Kyoto Protocol - Part II - A Lower Carbon Energy Supply.
 

The Minister made a statement and answered questions.

 

Phil Fontaine made a statement and, with the other witness, answered questions.

 

It was agreed, — That the brief presented by Phil Fontaine be taken as read and published in today’s Evidence.

 

At 1:10 p.m., the sitting was suspended.

At 1:16 p.m., the sitting resumed.

 
Pursuant to Standing Order 108, the Committee resumed consideration of the subject-matter of Bill C-43, An Act to implement certain provisions of the budget tabled in Parliament on February 23, 2005.
 

The Committee commenced consideration of a draft report.

 

Bob Mills moved, — That the draft report be amended, in the first paragraph of the conclusion, by deleting the words “to the use of CEPA”.

 

After debate, the question was put on the amendment of Bob Mills and it was agreed to on division.

 

It was agreed, — That the draft report be adopted as the Committee's fifth report to the House.

 

It was agreed, — That the Chair present the draft report to the House as the Committee's fifth report.

 

At 1:23 p.m., the Committee adjourned to the call of the Chair.
