The Standing Committee on Canadian Heritage met at 3:40 p.m. this day, in Room 308 West Block, the Chair, Marlene Catterall, presiding.

 

Members of the Committee present: Charlie Angus, Gord Brown, Sarmite Bulte, Marlene Catterall, Wajid Khan, Maka Kotto, Marc Lemay, Deepak Obhrai, Bev Oda, Pablo Rodriguez and Gary Schellenberger.

 

Acting Members present: Francis Scarpaleggia for Scott Simms.

 

Other Members present: Denis Paradis.

 

In attendance: Library of Parliament: Joseph Jackson, Analyst; Sam Banks, Analyst. House of Commons: Susan Baldwin, Legislative Clerk.

 

Witnesses: Department of Canadian Heritage: Michael Himsl, Legal Counsel, Department of Justice Canada; Jean-Pierre Gauthier, Director, Film and Video Policy and Programs; Jean-Pierre Blais, Assistant Deputy Minister, Cultural Affairs; Jean-François Bernier, Director General, Film, Video and Sound Recording. Canadian Film Centre: S. Wayne Clarkson, Executive Director.

 
Pursuant to the Order of Reference of Monday, November 15, 2004, the Committee commenced consideration of Bill C-18, An Act to amend the Telefilm Canada Act and another Act.
 

Jean-Pierre Blais made an opening statement and answered questions.

 

The Committee commenced its clause-by-clause study of the Bill.

 

Clause 1 carried.

 

On Clause 1.1,

Charlie Angus moved, — That Bill C-18 be amended by adding after line 8 on page 1 the following new clause:

1.1 Section 3 of the Act is renumbered as subsection 3(1) and is amended by adding the following:

(2) One of the appointed members shall be a writer, director or performer who is or has been involved in the audio-visual industry.”

 

The question was put on the amendment of Charlie Angus and it was negatived.

 

Clauses 2 and 3 carried severally.

 

On Clause 4,

Maka Kotto moved, — That Bill C-18, in Clause 4, be amended by replacing, in the French version, lines 16 and 17 on page 3 with the following:

a) d'exécuter celle-ci dans le cadre des politiques du gouvernement du Canada relatives à la culture;”

 

After debate, the question was put on the amendment of Maka Kotto and it was agreed to.

 

Clause 4, as amended, carried.

 

Clauses 5 to 9 inclusive carried severally.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill ,as amended, to the House.

 
Pursuant to Standing Orders 110 and 111, the Committee commenced consideration of the certificate of nomination of S. Wayne Clarkson to the position of Executive Director of Telefilm Canada which was referred to the Committee on November 29, 2004.
 

The witness made a statement and answered questions.

 
It was agreed, That the Chair report to the House that this Committee has examined the qualifications of S. Wayne Clarkson as Executive Director of Telefilm Canada and that he has the qualifications and competence to perform the duties of the Post to which he has been nominated.
 

At 6:00 p.m., the Committee adjourned to the call of the Chair.
