The Subcommittee on Agenda and Procedure of the Standing Committee on Government Operations and Estimates met in camera at 11:10 a.m. this day, in Room 208 West Block, the chair, Paul Szabo, presiding.

 

Members of the Subcommittee present: Roger Gaudet, Robert Lanctôt, Pat Martin and Paul Szabo.

 

In attendance: Library of Parliament: Philippe Le Goff.

 
The Subcommittee proceeded to the consideration of matters related to Subcommittee business.
 
FIRST REPORT SUB-COMMITTEE ON AGENDA AND PROCEDURE

The Sub-Committee on Agenda and Procedure of the Standing Committee on Government Operations has the honour to present its FIRST REPORT.

The Sub-Committee on Agenda and Procedure of the Standing Committee on Government Operations and Estimates met on Thursday, February 19, 2004, and has agreed to recommend the following:

Whistleblowing Study:

--That the Committee begin a comprehensive review of issues related to the disclosure of wrongdoing (Whistleblowing);

--That the Committee invite the following groups or individuals to appear before them:

The Working Group on the Disclosure of Wrongdoing;

The Ethics Commissioner of Canada;

The Public Service Alliance of Canada;

The Professional Institute of Canada;

The President of the Treasury Board;

The Public Service Commission of Canada.

--That the Committee hold hearings on the Supplementary Estimates (B) as referred to this Committee and invite the Ministers and relevant Senior Officials from the Departments and Agencies listed on the Order of Reference to this Committee.

-That the following documents be circulated to the Committee as background information:

1) The 6th report of the Standing Committee on Government Operations and Estimates, ‘Meaningful Scrutiny: Practical Improvements to the Estimates Process’;

2) A binder containing the following information on whistleblowing: Thirteenth Report of the Standing Committee on Government Operations and Estimates tabled on November 7, 2003; Annual Report (2002-2003) of the Public Service Integrity Officer; Report of the Working Group on the Disclosure of Wrongdoing; Bill C-457 (Pat Martin, M.P.); Bill C-241 (Greg Thompson, M.P.); Bill C-201 (Gurmant Grewal, M.P.); Bill C-318 (Mr. Pierre De Savoie, M.P.); Bill C-248 (Mr. Pierre De Savoie, M.P.).

It was agreed, -that the Chair present the First Report of the Sub-committee on the Agenda and Procedure to the Committee.
