The Standing Committee on Government Operations and Estimates met in camera at 9:00 a.m. this day, in Room 237-C Centre Block, the Chair, Paul Szabo, presiding.

 

Members of the Committee present: Don Boudria, Paul Forseth, Roger Gaudet, Joe Jordan, Robert Lanctôt, Walt Lastewka, Pat Martin, Anita Neville, Gilles-A. Perron and Paul Szabo.

 

Acting Members present: Greg Thompson for Leon Benoit.

 

In attendance: Library of Parliament: Philippe Le Goff, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

It was agreed, — That the following witnesses be invited to appear in relation to the study of the Supplementary Estimates (B):

Office of the Privacy Commissioner;

Office of the Governor General;

Public Service Commission of Canada; and,

Communication Canada.

 

At 9:55 a.m., the Committee proceeded to sit in public.

 

Pat Martin moved, — That the House of Commons Standing Committee on Government Operations and Estimates undertake a study and review of the Budget and Estimates of the Office of the Governor General and the spending of any other department or agency in support of the Office of the Governor General, for the purposes of determining if the spending patterns of the Office of the Governor General are in keeping with: a) the mandate of the Governor General, and b) the wishes and expectations of the Canadian public” .

 

And debate arose thereon.

 

Don Boudria moved, — That the motion be amended by adding after the words “Office of the Governor General” the following: “as well as the supplementary estimates of the Public Service Commission, the Office of the Privacy Commissioner and Communication Canada”.

 

By unanimous consent, the amendment was withdrawn.

 

On motion of Walt Lastewka, it was agreed, — That the motion be amended by deleting the words “b) the wishes and expectations of the Canadian public”.

 

After debate, the question was put on the motion, as amended, and it was agreed to on the following recorded division: YEAS: Don Boudria, Paul Forseth, Roger Gaudet, Joe Jordan, Robert Lanctôt, Walt Lastewka, Anita Neville, Gilles-A. Perron, Greg Thompson — 9; NAYS: — 0.

 

On motion of Don Boudria, it was agreed, — That the Committee invite the Public Service Commission, the Office of the Governor General, the Office of the Privacy Commissioner and Communication Canada to appear before the Committee to discuss the supplementary estimates (B).

 

On motion of Joe Jordan, it was agreed, — That the Clerk of the Committee be authorized to make the necessary arrangements to provide for working meals for the Committee and its Subcommittees.

 

On motion of Joe Jordan, it was agreed, — That, pursuant to Standing Order 111(4), whenever an Order in Council appointment or a certificate of nomination for appointment is referred to the Committee, the Clerk shall obtain and circulate to any member of the Committee who makes a request a copy of the curriculum vitae of each appointee.

 

At 10:17 a.m., the Committee adjourned to the call of the Chair.
