Tuesday, May 4, 2004

The Standing Committee on Government Operations and Estimates met at 9:04 a.m. this day, in Room 308 West Block, the Chair, Paul Szabo, presiding.

Members of the Committee present: Leon Benoit, Brenda Chamberlain, Paul Forseth, Roger Gaudet, Anita Neville, Alex Shepherd, Paul Szabo and Lynne Yelich.

Acting Members present: Monique Guay for Gilles-A. Perron and Derek Lee for Robert Lanctôt.

In attendance: Library of Parliament: Philippe Le Goff, Analyst.

Witnesses: Public Service Commission of Canada: Maria Barrados, Interim President; Gaston Arseneault, Senior Counsel; Greg Gauld, Vice-President, Merit Policy and Accountability Branch. Federal Accountability Initiative for Reform (FAIR) : Joanna Gaultieri.

Pursuant to the Order of Reference of Tuesday, April 20, 2004, the Committee resumed consideration of Bill C-25, An Act to establish a procedure for the disclosure of wrongdoings in the public sector, including the protection of persons who disclose the wrongdoings.

Pursuant to Standing Order 75(1), consideration of Clause 1 is postponed.

The Chair calls Clause 2.

Maria Barrados made a statement and with Gaston Arseneault and Greg Gauld answered questions.

At 10:05 a.m., the sitting was suspended.

At 10:12 a.m., the sitting resumed.

Joanna Gualtieri made a statement and answered questions.

At 10:15 a.m. Paul Forseth took the Chair.

At 10:23 a.m. the Chair took the Chair.

At 11:03 a.m., the Committee adjourned to the call of the Chair.
