The Standing Committee on Procedure and House Affairs met at 11:10 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

 

Members of the Committee present: Peter Adams, Claude Duplain, Michel Guimond, Loyola Hearn, Dale Johnston, Judi Longfield, Lynn Myers, Marcel Proulx, Diane St-Jacques and Chuck Strahl.

 

Acting Members present: Hon. Stéphane Dion for Hon. Elinor Caplan, Hon. John Harvard for Carolyn Parrish, Hon. Lorne Nystrom for Yvon Godin and Massimo Pacetti for Hon. Roger Gallaway.

 

In attendance: Library of Parliament: James Robertson, Principal; Megan Furi, Analyst. House of Commons: Susan Baldwin, Legislative Clerk; Jean-Michel Roy, Legislative Clerk.

 

Witnesses: Privy Council Office: Stéphane Perrault, Senior Counsel, Political Financing Reform Team (Legal Operations/Counsel). Office of the Chief Electoral Officer: James Sprague, Senior Practitioner and General Counsel.

 
Pursuant to Standing Order 108(3)(a)(iii), the Committee resumed consideration of the provisional Standing Orders governing Private Members' Business.
 

The Committee commenced consideration of a draft report.

 

On motion of Lynn Myers, it was agreed, — That the draft report be adopted as the Committee's Report to the House and that the Chair present the Report to the House.

 
Pursuant to Standing Order 108(3)(a)(i), the Committee resumed consideration of security on the Hill.
 

The Committee resumed consideration of a draft report.

 

On motion of Michel Guimond, it was agreed, — That the draft report be adopted as the Committee's Report to the House and that the Chair present the Report to the House.

 
Pursuant to the Order of Reference of Wednesday, February 18, 2004, the Committee resumed consideration of Bill C-3, An Act to amend the Canada Elections Act and the Income Tax Act.
 

Clauses 1 and 2 carried severally.

 

Clause 3 carried on division.

 

Clause 4 carried.

 

On Clause 5,

Lorne Nystrom moved, — That Bill C-3, in Clause 5, be amended by replacing lines 14 to 20 on page 3 with the following:

370. (1) An eligible party becomes a registered party if it has at least twelve candidates whose nominations have been confirmed for an election and its application to become registered was made at least 60 days before the issue of the writ or writs for that election and has not been withdrawn.”

 

After debate, the question was put on the amendment of Lorne Nystrom and it was negatived on the following recorded division: YEAS: Claude Duplain, John Harvard, Loyola Hearn, Dale Johnston, Lorne Nystrom, Massimo Pacetti — 6; NAYS: Stéphane Dion, Michel Guimond, Judi Longfield, Lynn Myers, Marcel Proulx, Diane St-Jacques, Chuck Strahl — 7.

 

Clause 5 carried.

 

Clauses 6 to 22 inclusive carried severally.

 

Clause 23 carried on division.

 

By unanimous consent, Clause 24 was allowed to stand.

 

Clause 25 carried on division.

 

Clause 26 carried.

 
Judi Longfield moved, — That Bill C-3 be amended by adding after line 45 on page 14 the following new clause:

“26.1 The amendments made by this Act cease to have effect on the day that is two years after the day on which this Act comes into force or, if Parliament is not then in session, on the day that is 90 days after the commencement of the next ensuing session.”

 

After debate, the question was put on the amendment of Judi Longfield and it was agreed to.

 

Clause 27 carried.

 

Clause 24 was negatived.

 

The Title carried.

 

The Bill, as amended, carried.

 

ORDERED, — That the Chair report the Bill, as amended, to the House.
