MINUTES OF PROCEEDINGS

Meeting No. 1

Wednesday, November 20, 2002

The Subcommittee on the Status of Persons with Disabilities of the Standing Committee on Human Resources and the Status of Persons with Disabilities met at 5:34 p.m. this day, in Room 306, West Block, for the purpose of electing a Chair, pursuant to Standing Order 106(1).

Members of the Subcommittee present: Mauril Bélanger, Carolyn Bennett, Madeleine Dalphond-Guiral, Norman Doyle, Wendy Lill, Anita Neville and Tony Tirabassi.

Acting Members present:  Claude Duplain for Nancy Karetak-Lindell, Larry Spencer for Reed Elley, and Suzanne Tremblay for Madeleine Dalphond-Guiral.

In attendance: From the Library of Parliament: William Young and Kevin Kerr, Research Officers.

Also in attendance: From Committees Directorate: Jean-François Pagé, Clerk.

Witnesses:  From Systemscope: Joe Peters, Director, Electronic Service Delivery.

 

Pursuant to Standing Order 106 (1) and (2), Election of a Chair.

The Clerk presided over the election of the Chair.

Anita Neville moved, – That Carolyn Bennett be elected as Chair of the Subcommittee.

The question being put on the motion, it was agreed to.

Accordingly, Carolyn Benentt was declared duly elected Chair of the Subcommittee and took the Chair.

By unanimous consent, the Subcommittee proceeded to discuss its future business.

Joe Peters made a statement and answered questions.

Anita Neville moved, – That the operational budget of the Subcommittee in the amount of $134,300.00 for the period November, 2002 – March 31, 2003 be approved.

The question being put on the motion, it was agreed to.

Madeleine Dalphond-Guiral moved, – That the Subcommittee instruct the Research Officers to prepare a communiqué to express the Subcommittee’s sentiments in regards to the unanimous vote in the House on the motion of Ms. McDonough (Halifax), seconded by Mr. Godin (Acadie—Bathurst), — That this House call upon the government to develop a comprehensive program to level the playing field for Canadians with disabilities, by acting on the unanimous recommendations of the committee report “Getting It Right for Canadians: the Disability Tax Credit”; in particular the recommendations calling for changes to the eligibility requirements of the Disability Tax Credit so that they will incorporate in a more humane and compassionate manner the real life circumstances of persons with disabilities, and withdraw the proposed changes to the Disability Tax Credit, released on August 30th, 2002.

The question being put on the motion, it was agreed to.

Tony Tirabassi moved, – That the Subcommittee begin a study on Canadian Pension Plan Disability.

The question being put on the motion, it was agreed to.

It was agreed, – That whenever possible, the Subcommittee endeavour to meet on Tuesday afternoons from 3:30 p.m. to 5:30 p.m.

At 6:12 p.m., the Subcommittee adjourned to the call of the Chair.
