The Standing Committee on Government Operations and Estimates met in camera at 4:12 p.m. this day, in Room 253-D Centre Block, the Chair, Reg Alcock, presiding.

 

Members of the Committee present: Reg Alcock, Leon E. Benoit, Joe Clark, Ken Epp, Raymonde Folco, Paul Forseth, Derek Lee, Pat Martin, Massimo Pacetti, Gilles-A. Perron, Judy Sgro and Paul Szabo.

 

Acting Members present: John Bryden for Roy Cullen.

 

In attendance: Library of Parliament: Jack Stilborn, Analyst; Margaret Young, Analyst.

 
The Committee proceeded to the consideration of matters related to Committee business.
 

The Committee resumed consideration of a draft report of the Subcommittee on Whistleblowing.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: Disclosure of Acts of Wrongdoing Against Public Interest and the Protection of Whistleblowers: Canada must now adopt a more specific legal framework .

 

It was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 

The Committee resumed consideration of a draft report on the Statutory Review of the Seized Property Management Act.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: The Seized Property Management Act: Parliamentary Review.

 

It was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That the Committee invite Robert Marleau, Interim Privacy Commissioner, David Flaherty and Jennifer Stoddart to appear in relation to the proposed appointment of Jennifer Stoddart as Privacy Commissioner.

 

The Committee resumed consideration of a draft report of the Subcommittee on Matters Related to the Review of the Office of the Privacy Commissioner.

 

It was agreed, — That the draft report, as amended, be adopted.

 

It was agreed, — That the report be entitled: Matters Related to the Review of the Office of the Privacy Commissioner.

 

It was agreed, — That the Chair, Clerk and researchers be authorized to make such grammatical and editorial changes as may be necessary without changing the substance of the report.

 

ORDERED, — That the Chair present the report to the House.

 

It was agreed, — That, notwithstanding the motion adopted by the Committee on November 7, 2002, the in camera transcripts of meetings related to the investigation of the Office of the Privacy Commissioner be preserved and not destroyed at the end of the session.

 

It was agreed, — That the Speaker of the House shall have the discretion to release what information in the in camera transcripts he deems necessary to support his decision regarding contempt findings.

 

At 6:16 p.m., the Committee adjourned to the call of the Chair.
