Meeting No. 23

Tuesday, March 25, 2003

The Standing Committee on Government Operations and Estimates met in a televised session at 9:00 a.m. this day, in Room 253-D, Centre Block, the Vice-Chair, Tony Valeri, presiding.

Members of the Committee present: Roy Cullen, Ken Epp, Paul Forseth, Robert Lanctôt, Judy Sgro, Tony Tirabassi and Tony Valeri.

Acting Members present: John Bryden for Paul Szabo; Odina Desrochers for Gilles-A. Perron.

In attendance:  From the Library of Parliament:  Jack Stilborn, Analyst.

Witnesses: From the Social Science Employees Association: William Krause, President; Claude Danik, Director of Professional Services; Peter Engelmann, Legal Counsel, Engelmann-Gottheil. From the Professional Employees’ Network: Andrew Muller, President, Society of Energy Professionals; Steve Hindle, President, Professional Institute of the Public Service of Canada. As an Individual: Jean Mercier, Full Professor, Department of Political Sciences, Laval University.

Pursuant to its Order of Reference of Thursday, February 20, 2003, the Committee resumed consideration of Bill C-25, An Act to modernize employment and labour relations in the public service and to amend the Financial Administration Act and the Canadian Centre for Management Development Act and to make consequential amendments to other Acts (See Minutes of Proceedings, Thursday, February 27, 2003, Meeting No. 12).

Pursuant to Standing Order 75(1) consideration of Clause 1 was postponed.

The Vice-Chair called Clause 2.

Jean Mercier, William Krause and Andrew Muller each made an opening statement, and with Peter Engelmann, Steve Hindle and Claude Danik, answered questions.

At 10:57 a.m., the Committee adjourned to the call of the Chair.
