The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 4:06 p.m. this day, in Room 308 West Block, the Chair, Judi Longfield, presiding.

 

Members of the Committee present: Eugène Bellemare, John Finlay, Ovid Jackson, Judi Longfield, Larry McCormick, Raymond Simard, Larry Spencer, Diane St-Jacques and Suzanne Tremblay.

 

Acting Members present: Gérard Binet for Tony Ianno and Alan Tonks for Peter Adams.

 

In attendance: Library of Parliament: Chantal Collin, Analyst; Kevin Kerr, Analyst.

 

Witnesses: Treasury Board of Canada Secretariat: Glynnis French, Assistant Secretary, Strategic Planning and Analysis, Human Resources Branch; Dave Flavell, Director, Innovations and Human Resources Planning.

 
Pursuant to Standing Order 108(2), the Committee resumed its study of Enhancing Work-Life Balance in the Federal Jurisdiction.
 

Glynnis French made a statement and with the other witness answered questions.

 
Pursuant to the forty-eight (48) hours notice motion adopted by the Committee on November 5th,2002,the Committee proceeded to the consideration of the motion of Suzanne Tremblay presented to the Clerk on Friday October 24th, 2003.
 

Suzanne Tremblay moved, — - WHEREAS during the meeting of the Standing Committee on Human Resources Development and the Status of Persons with Disabilities that took place on Monday October 20th 2003, Ms. Suzanne Tremblay asked the witnesses who were present to explain why the Liberal Party had formed a committee to study the problem of seasonal employment when the Minister already had recommendations originating from various committees formed to study the same problem;- WHEREAS Ms. Francine Blouin Wilkinson, Acting Director, Policy and Legislation for the Ministry of Human Resource Development, replied that the reason the recommendations were not accepted was due to the fact that they all suggested ensuring an annual guaranteed income; - WHEREAS one of the reports in question, Seasonal Employment in the Lower Saint-Lawrence, completed by the Committee on Seasonal Workers on November 25, 2002, recommended much more than an annual guaranteed income; IT IS RECOMMENDED: 1. That the Minister of Human Resource Development Canada present herself to the Committee to explain what actions have been taken in regards to the report in question; and 2. That the Minister explain why she did not oppose the creation of a partisan Liberal Committee, since she already has at her disposal everything required to solve the problem of seasonal employment..

 

After debate, the question was put on the motion and it was negatived.

 

At 5:17 p.m., the Committee adjourned to the call of the Chair.
