The Standing Committee on Health met at 9:05 a.m. this day, in Room 371 West Block, the Chair, Bonnie Brown, presiding.

 

Members of the Committee present: Gilbert Barrette, Carolyn Bennett, Bonnie Brown, Jeannot Castonguay, Brenda Chamberlain, Stan Dromisky, Grant Hill, Betty Hinton, Réal Ménard, Rob Merrifield, Svend Robinson and Hélène Scherrer.

 

Acting Members present: John McKay for Hedy Fry.

 

In attendance: Library of Parliament: Nancy Miller Chenier, Analyst; Sonya Norris, Analyst.

 

Witnesses: Department of Health: Denis Choinière, Director, Office of Regulations and Compliance, Tobacco Control Program, Healthy Environments and Consumer Safety Branch; Victoria Tunstall, Program Officer, Office of Regulation and Compliance, Tobacco Control Program, Healthy Environments and Consumer Satefy Branch. Best Medicines Coalition: Denis Morrice, Co-Chair. Imperial Tobacco Canada Limited: Donald McCarty, Vice-President, Law. Non-Smokers' Rights Association: François Damphousse, Director, Quebec Office. Physicians for a Smoke-Free Canada: Cynthia Callard, Executive Director.

 
Pursuant to the Order of Reference of Thursday, November 28, 2002, the Committee resumed consideration of Bill C-260, An Act to amend the Hazardous Products Act (fire-safe cigarettes).
 

Denis Choinière, Donald McCarty, Cynthia Callard and François Damphousse made statements and answered questions.

 

At 9:50 a.m., the sitting was suspended.

At 9:55 a.m., the sitting resumed.

The Committee commenced its clause-by-clause study of the Bill.

 

On motion of Jeannot Castonguay, it was agreed, — That Bill C-260, in Clause 1, be amended by replacing line 16 on page 1 with the following:

“or before June 30, 2004,”

On motion of Jeannot Castonguay, it was agreed, — That Bill C-260, in Clause 1, be amended by replacing, in the English version, line 22 on page 1 with the following:

“2004; and”

Clause 1, as amended, carried.

 

Clause 2 carried.

 

Clause 3 carried.

 

On motion of Jeannot Castonguay, it was agreed, — That Bill C-260, in Clause 4, be amended by replacing line 21 on page 2 with the following:

“31, 2004.”

Clause 4, as amended, carried.

 

The title carried.

The Bill, as amended, carried.

 

It was agreed, — That the Chair report Bill C-260, as amended, to the House.

 

It was agreed, — That Bill C-260, as amended, be reprinted for the use of the House at report stage.

 
On motion of Jeannot Castonguay, it was agreed, -- That the Chair present to the House a report requesting that the Government table within six months regulations regarding fire-safe cigarettes.
 

At 10:25 a.m., the sitting was suspended.

At 10:31 a.m., the sitting resumed.

 
Pursuant to Standing Order 108(2) and the motion adopted by the Committee on February 17, 2003, the Committee resumed its study of Prescription Drugs.
 
Denis Morrice made a statement and answered questions.
 

At 10:57 a.m., the Committee adjourned to the call of the Chair.
