MINUTES OF PROCEEDINGS

Meeting No. 6

Thursday, November 7, 2002

The Standing Committee on Procedure and House Affairs met at 11:06 a.m. this day, in Room 112-N, Centre Block, the Chair, Peter Adams, presiding.

Members of the Committee present:  Peter Adams, Rick Borotsik, Marlene Catterall, Yvon Godin, Michel Guimond, Dale Johnston, Joe Jordan, Carolyn Parrish, Geoff Regan, Jacques Saada and Werner Schmidt.

Acting Members present:  Bob Wood for Wayne Easter; Larry Bagnell for Guy St‑Julien; John O’Reilly for Tony Tirabassi; Carol Skelton for John Reynolds; Monique Guay for Pierre Brien.

In attendance:  From the Committees Directorate of the House of Commons:  Patrice Martin, committee clerk.  From the Library of Parliament:  James Robertson, Principal; Margaret Young, Research Officer.

Peter Adams resigned as Chair of the Committee.

Pursuant to Standing Orders 106(2) and (3), the Clerk of the Committee presided over the election of the Chair of the Committee.

Carolyn Parrish, seconded by Dale Johnston, moved,  -  That Peter Adams be the Chair of this Committee.

The question being put on the motion, it was agreed to.

Accordingly, Peter Adams took the Chair.

Dale Johnston resigned as Opposition Vice-Chair of the Committee.

Pursuant to Standing Orders 106(2) and (3), the Clerk of the Committee presided over the election of an Opposition Vice-Chair of the Committee.

On motion of Jacques Saada, it was agreed,  -  That Dale Johnston be the Opposition Vice-Chair of the Committee.

Peter Adams took the Chair.

Jacques Saada resigned as government Vice-Chair of the Committee.

Pursuant to Standing Orders 106(2) and (3), the Clerk of the Committee presided over the election of a government Vice-Chair of the Committee.

Dale Johnston moved,  -  That Jacques Saada be the government Vice-Chair of the Committee.

Werner Schmidt moved,  -  That Carolyn Parrish be the government Vice-Chair of the Committee.

Pursuant to Standing Order 106(3), the members of the Committee voted by secret ballot and, the ballots having been counted by the Clerk, Carolyn Parrish was declared duly elected as government Vice-Chair of the Committee.

Peter Adams took the Chair.

Pursuant to Standing Order 113, the Committee considered the preparation of the list of members for a legislative committee on Bill C-17, An Act to amend certain Acts of Canada, and to enact measures for implementing the Biological and Toxic Weapons Convention, in order to enhance public safety.

It was agreed,  -  That the Whips of the five parties prepare a list of members and that the Chair present the list to the House as the report of the Committee.

The Chair presented the Report of the Subcommittee on Agenda and Procedure, which read as follows:

 

REPORT OF THE SUBCOMMITTEE ON AGENDA AND PROCEDURE

OF THE STANDING COMMITTEE ON PROCEDURE AND HOUSE AFFAIRS

 

Your Subcommittee met on Tuesday, November 5, 2002, to discuss the future business of the Committee and agreed to make the following recommendation:

 

Electoral redistribution

That there be established a Subcommittee on Electoral Boundaries Readjustment, composed of six members, including a Chair to be named by the Committee and one member from each of the five recognized parties in the House to be named by the Chair of the Committee after consultation with the appropriate whip;

 

That the Subcommittee be charged with carrying out the duties and responsibilities of the Committee under the Electoral Boundaries Readjustment Act; and

 

That the Subcommittee have all of the powers of the Committee under Standing Order 108(1)(a), except the power to report directly to the House.

After debate, on motion of Yvon Godin, it was agreed,  -  That the Report of the Subcommittee on Agenda and Procedure be concurred in.

 

Pursuant to its mandate under Standing Order 108(3)(a)(iii), the Committee resumed consideration of matters related to the inclusion of a code of conduct in the Standing Orders of the House.

 

Staff from the Library of Parliament gave a briefing and answered questions.

 

At 12:06 p.m., the Committee adjourned to the call of the Chair.
