The Standing Committee on Finance met at 3:32 p.m. this day, in Room 253-D, Centre Block, the Chair, Sue Barnes, presiding.

Members of the Committee present: Sue Barnes, Roy Cullen, Nick Discepola, Rahim Jaffer, Hon. Maria Minna, Shawn Murphy, Pierre Paquette, Tony Valeri, Bryon Wilfert.

Acting Member present: Tony Tirabassi for Gary Pillitteri.

In attendance: From the Library of Parliament: Marc-André Pigeon and Blayne Haggart, Analysts.

Witnesses: From the Department of Health: Patrick Borbey, Assistant Deputy Minister, Corporate Services Branch; Dr. Janet King, Senior Director General, Policy and Strategic Planning Directorate, Health Products and Food Branch. From the Canada's Research-Based Pharmaceutical Companies: John Stewart, Chair, Board of Directors, Executive Vice-President and General Manager, Purdue Pharma. From the Department of Agriculture and Agri-Food: Bruce Deacon, Assistant Deputy Minister, Corporate Management Branch. From the Canadian Chemical Producers' Association: Claude André Lachance, Director, Government Affairs, Dow Chemical. Pursuant to its Order of Reference of Thursday, March 27, 2003, the Committee resumed consideration of Bill C-212, An Act respecting user fees and pursuant to Standing Order 108(2), the Committee resumed consideration of the proposed policy of the Treasury Board on external charging Policy (See Minutes of Proceedings, Wednesday, May 28, 2003, Meeting No. 60).

The witnesses made a statement and answered questions.

At 5:33 p.m., the Committee adjourned to the call of the Chair.
