MINUTES OF PROCEEDINGS

Meeting No. 36

Tuesday, May 27, 2003

The Standing Committee on Foreign Affairs and International Trade met at 9:15 a.m. this day, in Room 371, West Block, the Chair, Bernard Patry, presiding.

Members of the Committee present: Murray Calder, Aileen Carroll, Bill Casey, Stockwell Day, John Duncan, Hon. Art Eggleton, Mark Eyking, André Harvey, Francine Lalonde, Hon. Diane Marleau, Alexa McDonough, Deepak Obhrai, Bernard Patry, Karen Redman.

In attendance: From the Parliamentary Research Branch, Library of Parliament: James Lee and Marcus Pistor, Research Officers.

Pursuant to Standing Order 39(5), the Committee proceeded to the consideration of the failure of the Ministry to respond to written question No. Q-180 on the Order Paper referred to the Committee on May 15, 2003, which reads as follows:

 Q-180 – Mr. Duncan (Vancouver Island North) – In the last five years, what is the breakdown of Canada-Iraq trade; specifically, what Canadian companies have done and are doing business with the Iraqi government?”

After debate it was agreed, - That, the Ministry having tabled a response on May 16, 2003, the Committee adjourn consideration of the Order of Reference.

At 9:30 a.m. by unanimous consent the Committee proceeded to sit in camera.

The Committee proceeded to consider its future business.

It was agreed, - That in relation to Committee consideration of the Estimates for the fiscal year ending March 31, 2004, under Foreign Affairs and International Trade that the Deputy Minister of Foreign Affairs be called to appear on May 29, 2003.

It was agreed, - That, pursuant to Standing Order 108(2), the Committee examine the content of the Estimates for the Department of Foreign Affairs and International Trade for the fiscal year ending March 31, 2004 prior to the June 2003 adjournment and that the Minister of Foreign Affairs be invited to appear.

It was agreed, - That the Committee meet to review the recent travel to New York, Morocco, London and Paris, the first phase of the Committee’s travel in relation to its study of Canada’s relations with the Muslim countries.

Ordered, - That a plan and budget for the second phase of the Committee’s travel in relation to its study of Canada’s relation with Muslim countries be prepared.

It was agreed, - That the Committee consider the campaign in support of the United Nations Millennium Development goals at a meeting on June 5 and that Eveline Herfkens, Executive Coordinator of the UN Millennium Campaign be invited to appear on June 5, 2003.

It was agreed, - That, further to the motion of February 6, 2003, concerning the annual appearance of the Ambassador for Disarmament, the Committee invite the Ambassador and representatives of the Canadian Network to Abolish Nuclear weapons to appear as soon as possible in June or September, 2003.

It was agreed, - That the Committee study the issue of Missile Defence and hold meetings with witnesses prior to the June adjournment.

It was agreed, - That if the restrictions on beef imports from Canada to certain countries are not lifted, the Committee meet prior to the June adjournment to consider the issue.

At 10:47 a.m., the Committee adjourned to the call of the Chair.
