Thursday, February 13, 2003

The Standing Committee on Foreign Affairs and International Trade met at 9:08 a.m. this day, in Room 371, West Block, the Chair, Bernard Patry, presiding.

Members of the Committee present: Stéphane Bergergon, Murray Calder, Aileen Carroll, Bill Casey, Irwin Cotler, Stockwell Day, The Hon. Art Eggleton, John Harvard, André Harvey, Francine Lalonde, The Hon. Diane Marleau, Keith Martin, Alexa McDonough, Deepak Obhrai, Bernard Patry.

Acting Member present: Antoine Dubé for Stéphane Bergeron.

In attendance: From the Library of Parliament: James Lee and Gerald Schmitz, Research Officers.

Witnesses: From the Canadian Council for International Cooperation: Gauri Sreenivasan, Policy Coordinator. From the Canadian Foodgrains Bank: Stuart Clark, Senior Policy Advisor. From Oxfam Canada: Mark Fried, Communications & Advocacy Coordinator. From World Vision Canada: Kathy Vandergrift, Senior Policy Analyst. From the Department of Foreign Affairs and International Trade: David Mulroney, Assistant Deputy Minister, Portfolio: Asia-Pacific; Jill E. Sinclair, Director General, International Security Bureau. From the Canadian International Development Agency: Jean-Marc Métivier, Vice-President, Multilateral Programmes Branch; Ernest Loevinsohn, Director General, Food Aid Centre. From the United Nations Development Programme: Mark Malloch Brown, Administrator.

Pursuant to Standing Order 108(2), the Committee commenced consideration of food and agriculture policy issues in relation to development matters (See minutes of Proceedings of February 6, 2003, Meeting No.16)

Gauri Sreenivasan, Stuart Clark, Mark Fried and Kathy Vandergrift made opening statements and answered questions.

At 10:00 a.m., the sitting was suspended.

At 10:05 a.m., the sitting resumed.

Pursuant to Standing Order 108(2),the Committee commenced its study of the situation of North Korea  (See minutes of Proceedings of February 6, 2003, Meeting No.16)

David Mulroney, Jill E. Sinclair and Jean-Marc Métivier made opening statements and with Ernest Loevinsohn answered questions.

It was agreed, -- That Maurice Strong, the special envoy on North Korea of the Secretary General of the Nations, be invited to present his views to the Committee

At 11:01 a.m., the sitting was suspended.

At 11:28 a.m., the sitting resumed, the Vice-Chair, the Hon. Diane Marleau presiding.

Pursuant to Standing Order 108(2), the Committee commenced consideration of the Millenium Development Goals and the role of the United Nations Development Programme (See minutes of Proceedings of February 11, 2003, Meeting No.17)

Mark Malloch Brown made an opening statement and answered questions.

At 12:12 p.m., the Committee adjourned to the call of the Chair.
