Meeting No. 51

Tuesday, April 1st, 2003

The Standing Committee on Citizenship and Immigration met in a televised session at 11:13 a.m. this day, in Room 253-D, Centre Block, the Chair, Joe Fontana, presiding.

Members of the Committee present: Diane Ablonczy, Sarkis Assadourian, John Bryden, Madeleine Dalphond-Guiral, Joe Fontana, John O'Reilly, Massimo Pacetti, Jerry Pickard, David Price, Lynne Yelich.

In attendance: From the Library of Parliament: Benjamin Dolin; analyst, Law and Government Division.

Witnesses: From the BioDentity Systems Corporation: Joel F. Shaw, President and CEO; Jean-Paul Sirois, The Rothwell Group Inc.. From the Canadian Bank Note Company, Limited: Ron Arends, President and Chief Operating Officer; Ian Shaw, President, Identity Systems; Stephen Dopp, Vice-President, Government and Commercial Services; Jack Sinclair, Senior Systems Architect. From the Rycom Inc.: Casey Witkowicz, President and Chief Executive Officer; Mandy Sandhar, General Manager, Business Development; Frank Fitzsimmons, Chief Financial Officer, Iridian Technologies; Bill Willis, Chief Technology Officer, Iridian Technologies.

Pursuant to Standing Order 108(2), the Committee resumed its study of the National Identity Card (See Minutes of Proceedings, Thursday, February 6, 2003, Meeting No 17).

Diane Ablonczy gave notice of the following motion.

- That, given the judgement of Mr. Justice Kelen of the Federal Court of Canada on February 21, 2003 that found the Minister of Citizenship and Immigration to have misled this Committee, this Committee feels it is its duty to place this matter before the House at this time since privilege may be involved and to give the House an opportunity to reflect on this matter.

Joel F. Shaw made a statement and answered questions.

Ron Arends made a statement and with Stephen Dopp answered questions.

At 12:59 a.m. the sitting was suspended.

At 1:07 p.m. the sitting resumed.

Casey Witkowicz made a statement and with Frank Fitzsimmons answered questions.

At 1:55 p.m., the Committee adjourned to the call of the Chair.
