The Standing Committee on Citizenship and Immigration met at 1:30 p.m. this day, in Vancouver at the Delta Pinnacle Hotel in Pinnacle III Ballroom, the Chair, Joe Fontana, presiding.

Members of the Committee present:  Libby Davies, Joe Fontana, David Price, Lynne Yelich.

Acting Member present:  Louis Plamondon for Antoine Dubé.

Other Members present:  Sophia Leung, Andrew Telegdi.

In attendance:  From the Research Branch of the Library of Parliament:  Benjamin Dolin, Researcher.

Witnesses: Panel I: - From the Affiliation of Multicultural Societies & Service Agencies of BC: Chris Friesen, Member, Immigration and Integration Coordinating Committee. From the British Columbia Settlement and Integration Workers Association: Lauren Johnson, Executive Coordinator; Layne Owen Kriwoken, Organizing Team Member. From the National Alliance of Philippine in Canada (NAPWC): Luningning Alcuitas-Imperial. Panel II: - From the BC Freedom of Information and Privacy Association: Darrell Evans, Executive Director. Panel I

Pursuant to Standing Order 108(2), the Committee resumed its study on Settlement and Integration Programs (see Minutes of Proceedings, Monday, February 10, 2003, Meeting No. 20).

The witnesses made statements and answered questions.

At 2:45 p.m. the sitting was suspended.

At 3:08 p.m. the sitting resumed.

Panel II

Pursuant to Standing Order 108(2), the Committee resumed its study on a National Identity Card (see Minutes of Proceedings, Thursday, February 6, 2003, Meeting No. 17).

The witnesses made statements and answered questions.

Pursuant to its Order of Reference of Friday, November 8, 2002, the Committee resumed debate on Clause 2, consideration of Bill C-18, An Act respecting Canadian citizenship (see Minutes of Proceedings, Thursday, November 21, 2002, Meeting No. 6).

Don Chapman and Magali Castro-Gyr made statements and answered questions.

At 4:50 p.m., the Committee adjourned until Wednesday, February 18, 2003.
