Monday, March 17, 2003

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met at 8:58 a.m. this day, in the E Dome, Cambrian College, Sudbury, Ontario, the Chair, Raymond Bonin, presiding.

Members of the Committee present: Raymond Bonin, Stan Dromisky, John Godfrey, Charles Hubbard, Pat Martin and Anita Neville.

Acting Member present: Reed Elley for Brian Pallister.

In attendance: From the Committee’s Branch: Marc-Olivier Girard, Committee Clerk.

In attendance: From the Library of Parliament: Mary Hurley, Analyst.

Witnesses: From the Anishinabek Nation: Deputy Grand Chief Nelson Toulouse; Fred Bellefeuille, Self Government Manager. From the Batchewana First Nation: Chief Vernon Syrette; Margaret Lesage, Band Manager. From the Whitefish Lake First Nation: Chief Gail Shawbonquit. From the Moose Cree First Nation: Chief Norman Hardisty; Dave Fletcher, Advisor to the Chief. From the M'Chigeeng First Nation: Alan Corbiere, Research Coordinator; Joe Hare, Councillor; Lewis Debassige, Governance Committee; Daughness Migwans, Councillor; Donna Debassige, Councillor.

Pursuant to its Order of Reference of Monday, October 7, 2002, the Committee resumed consideration of Bill C-7, An Act respecting leadership selection, administration and accountability of Indian bands, and to make related amendments to other Acts (See Minutes of Proceedings, Monday, January 27, 2003, Meeting No. 14).

The witnesses made statements and answered questions.

At 11: 25 a.m., Stan Dromisky took the Chair.

At 11:28 a.m., Raymond Bonin took the Chair.

At 12:11 p.m., the Committee adjourned to the call of the Chair.
