MINUTES OF PROCEEDINGS

Meeting No. 2

Thursday, November 7, 2002

The Standing Committee on Aboriginal Affairs, Northern Development and Natural Resources met in camera at 11:19 a.m. this day, in Room 269, West Block, the Chair, Raymond Bonin, presiding.

Member(s) of the Committee present: Gérard Binet, Raymond Bonin, Serge Cardin, David Chatters, John Finlay, John Godfrey, Nancy Karetak-Lindell, Yvan Loubier, Brent St. Denis, Maurice Vellacott.

Acting Member(s) present: Joe Comartin for Pat Martin.

In attendance: From the Library of Parliament: Jean-Luc Bourdages and Mary Hurley, analysts.

It was agreed – That all members of the Committee be entitled to have one staff member in attendance at all in camera meetings of the Committee.

It was agreed – That unless there is unanimous consent of the Members of the Committee, forty-eight (48) hours notice must be given to members of the Committee before any new item of business is considered by the Committee and, that the motion be filed with the Clerk of the Committee and circulated to all members in both official languages. Upon receipt of the notice, the clerk will put the motion on the agenda of the Committee’s next meeting.

It was agreed – That an organization be given up to ten (10) minutes for their opening statement; and that, at the discretion of the Chair, during the questioning of witnesses, there be allocated nine (9) minutes for the questioner of the official opposition, seven (7) minutes for the questioner of the other opposition parties, and that thereafter three (3) minutes be allocated to each subsequent questioner (alternating between Government and Opposition parties).

It was agreed – That a transcript of in camera meetings be kept in the office of the Clerk of the Committee for the purposes of consultation by Members of the Committee, and be destroyed at the end of each session of Parliament.

At 12:03 p.m., the Committee proceeded to the consideration of its future business.

It was agreed – That the Standing Committee adopt the following schedule in its study of Bill C-4, An Act to amend the Nuclear Safety and Control Act:

November 19, 2002 – 11:00 a.m. to 1:00 p.m.

11:00 a.m. to 11:30 a.m.: The Department of Natural Resources.

11:30 a.m. to 1:00 p.m.: Panel of three (3) witness groups in favour of the legislation, namely: Bruce Power, Canadian Bankers Association, Canadian Nuclear Safety Commission, or as an alternate: Canadian Nuclear Association.

November 21, 2002 – 11:00 a.m. to 1:00 p.m.

11:00 a.m. to 12:30 p.m.: Panel of three (3) witness groups opposed to the legislation, namely: Greenpeace, Campaign for Nuclear Phase-Out, Seaborn Commission member.

12:30 p.m. to 1:00 p.m.: Clause by clause consideration of the Bill.

It was agreed – That in respect to its study of Bill C-6, The Specific Claims Resolution Act, the Standing Committee initially hold two (2) hearings on November 26 and November 28, 2002, inviting the following witnesses:

November 26, 2002: The Department of Indian Affairs and Northern Development (1 hour) and the Indian Claims Commission. (1 hour)

November 28, 2002: Groups based in Ottawa.

At 12:55 p.m., the Committee adjourned to the call of the Chair.
