MINUTES OF PROCEEDINGS

Meeting No. 4

Monday, May 27, 2002

The Sub-Committee on National Security of the Standing Committee of Justice and Human Rights met at 3:34 p.m., this day, in Room 208, West Block, the Chair, Derek Lee, presiding.

Members of the Sub-Committee present: Marlene Jennings, Derek Lee, Peter MacKay, David Pratt, Geoff Regan, Kevin Sorenson, Vic Toews, Bryon Wilfert.

Acting Member present: Paul Macklin for Geoff Regan.

In attendance: From the Research Branch of the Library of Parliament: Philip Rosen, Senior Analyst.

Witness: From the Canadian Security Intelligence Service: Ward P. Elcock, Director.

Pursuant to a motion of the Standing Committee on Justice and Human Rights adopted on Tuesday, October 16, 2001, the Sub-Committee commenced consideration of the Main Estimates 2002-2003: Solicitor General, Vote 10 - Canadian Security Intelligence Service.

Ward Elcock made a statement and answered questions.

Vote 10: Canadian Security Intelligence Service carried.

ORDERED, - That the Chair report Vote 10 as carried to the Standing Committee on Justice and Human Rights.

Kevin Sorenson moved, - That the Chair be authorized to hold meetings to hear witnesses when a quorum is not present provided that both the government and opposition are present.

A debate arising thereon.

Peter Mackay moved – That the motion be amended by substituting the words “to hear witnesses” with the words “for the sole purpose of hearing witnesses”.

The motion as amended was agreed to, on division.

At 5:32 p.m. the sitting was suspended.

At 5:33 p.m., the sitting resumed in camera.

At 5:43 p.m., the Committee adjourned to the call of the Chair.
