Thursday, May 30, 2002

The Standing Committee on Industry, Science and Technology met at 9:10 a.m. this day, in Room 269, West Block, the Chair, Walt Lastewka, presiding.

Members of the Committee present: Brian Fitzpatrick, Cheryl Gallant, Jocelyne Girard-Bujold, Walt Lastewka, Joe McGuire, Dan McTeague, James Rajotte, Andy Savoy, Brent St. Denis and Joseph Volpe.

Acting Members present: Reg Alcock for Larry Bagnell and Massimo Pacetti for Serge Marcil.

In attendance: From the Library of Parliament: Dan Shaw, Lalita Acharya and James McQueen, Research Officers.

Appearing: The Hon. Rey Pagtakhan, Secretary of State (Science, Research and Development).

Witnesses: From the Department of Industry: Marie Tobin, Director General, Innovation Policy Branch; George Michaliszyn, Director, Life Sciences Branch. From the Natural Sciences and Engineering Research Council of Canada: Isabelle Blain, Director General, Research and Scholarships. From the Social Sciences and Humanities Research Council of Canada: France Landriault, Director, Policy, Planning and International Collaboration.

Pursuant to the Order of Reference of the House dated February 28, 2002, the Committee resumed its consideration of its study on the Main Estimates for the fiscal year ending March 31, 2003, Votes 1, 5, L10, L15, 20, 25, 30, 35, 40, 45, 50, 55, 60, 65, 70, 75, 80, 85, 90, 95, 100, 105, 110, 115, 120 and 125 under INDUSTRY (See Minutes of Proceedings, Tuesday, May 7, 2002, Meeting No. 80).

The Hon. Rey Pagtakhan made an opening statement and, with the other witnesses answered questions.

On motion of Brent St-Denis, it was agreed, on division, -- That the Committee adopt the Main Estimates for the fiscal year ending March 31, 2003 and report the same to the House, less the amounts voted in the Interim Supply.

Dan McTeague moved, -- That the House of Commons Standing Committee on Industry, Science and Technology undertake to review at its earliest opportunity the Patent Act with respect to the Notice of Compliance Regulations concerning patented medicines.

And debate arising thereon.

On motion of Cheryl Gallant, it was agreed, -- That the motion be considered at the next future business meeting.

At 10:44 a.m., the Committee adjourned to the call of the Chair.
