Meeting No. 77

Wednesday, April 17, 2002

The Standing Committee on Industry, Science and Technology met at 3:35 p.m. this day, in Room 371, West Block, the Chair, Walt Lastewka, presiding.

Members of the Committee present: Larry Bagnell, Stéphane Bergeron, Scott Brison, Walt Lastewka, Serge Marcil, Dan McTeague, James Rajotte and Brent St. Denis.

Acting Members present: Cheryl Gallant for Charlie Penson, John Finlay for Andy Savoy, Gérard Binet for Joseph Volpe, Larry McCormick for Susan Whelan and Jim Peterson for Paddy Torsney.

In attendance: From the Library of Parliament: Dan Shaw, Research Officer.

Witnesses: From the Business Development Bank of Canada: Cedric E. Ritchie, Chairman of the Board; Michel Vennat, President and Chief Executive Officer.

Pursuant to Standing Order 108(2), the Committee proceeded to consider the mandate and administration of the Office of the Ethics Counsellor.

James Rajotte moved, - That the Ethics Counsellor be invited to appear before the House Standing Committee on Industry, Science and Technology to discuss the guidelines for Ministers involved in organizing leadership campaigns, as well as any other matters concerning his mandate.

The question being put on the motion, it was agreed to.

Pursuant to Standing Order 108(2), the Committee resumed consideration of the Business Development Bank of Canada further to subsection 36(3) of the BDC Act (See Minutes of Proceedings, Tuesday, April 16, 2002, Meeting No. 76).

Cedric E. Ritchie and Michel Vennat each made an opening statement and answered questions.

It was agreed, - That the Chair write to the Minister of Finance and to the Minister of Industry informing them that the Committee concluded its review of the Report of the Business Development Bank of Canada in accordance with Section 36(3) of the BDC Act.

At 5:20 p.m., the Committee adjourned to the call of the Chair.
