The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met in a televised session at 11:09 a.m. this day, in Room 253-D, Centre Block, the Chair, Judi Longfield, presiding.

Member(s) of the Committee present: Paul Crête, Raymonde Folco, Tony Ianno, Judi Longfield, Gurbax Malhi, Joe McGuire, Anita Neville, Monte Solberg, Diane St-Jacques and Alan Tonks.

Other Member present: Wendy Lill.

In attendance: From the Library of Parliament: Kevin Kerr and Bill Young, Research Officers.

Appearing: From the House of Commons: Jane Stewart, Minister of Human Resources Development; Ethel Blondin-Andrew, Secretary of State (Children and Youth).

Witness(es): From the Department of Human Resources Development: Maryantonett Flumian, Associate Deputy Minister; Alan Winberg, Assistant Deputy Minister, Finance and Administrative Services; John McWhinnie, Assistant Deputy Minister, Insurance; Paul Migus, Assistant Deputy Minister, Income Security Programs.

Pursuant to the Standing Order 81(4)(b), the Committee proceeded to the consideration of the Main Estimates for the fiscal year ending March 31, 2003, Votes 1, 5, 10, 15 and 20 under HUMAN RESOURCES DEVELOPMENT referred to the Committee on Thursday, February 28th, 2002.

The Chair called Votes 1, 5, 10, 15 and 20.

Hon. Jane Stewart and Hon. Ethel Blondin-Andrew made statements and with the other witnesses answered questions.

At 12:46 p.m., the Committee adjourned to the call of the Chair.
