Thursday, March 21, 2002

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 11:06 a.m. this day, in Room 209, West Block, the Chair, Judi Longfield, presiding.

Member(s) of the Committee present: Libby Davies, Monique Guay, Dale Johnston, Judi Longfield, Gurbax Malhi, Joe McGuire, Anita Neville, Carol Skelton, Diane St-Jacques and Alan Tonks.

In attendance: From the Library of Parliament: Kevin Kerr, Julie Mackenzie and Bill Young, Research Officers.

Witness(es): From the Canadian Bankers Association: Terry Campbell, Vice-President, Policy; Elisabetta Bigsby, Senior Executive Vice-President, Human Resources and Public Affairs, RBC Financial Group; Lesya Balych-Cooper, Vice-President, Diversity and Workplace Equity/EAP, Bank of Montreal. From the Federal Employers in Transportation and Communications: Hélène Gendron, Chair, Employment Equity Sub-Committee and Senior Manager, Employment Equity and Official Languages, CBC/Radio-Canada; Shirley Boucher, Manager, Employment Equity, Canada Post; Barbara Mittleman, Director, Employee Relation, Canadian Pacific Railway Company.

Pursuant to its Order of Reference dated December 3rd, 2001 and to section 44 of the Employment Equity Act, the Committee resumed consideration of the statutory review of the Act (See minutes of Proceedings of December11, 2001 – Meeting No.44)

Pursuant to the 48 hours notice of motion adopted on February 20, 2002, Carol Skelton gave notice of the following motion: That the Standing Committee on Human Resources Development invite the Minister of Human Resources Development to Committee to discuss her failure to amend section 19.3 of the Employment Insurance Act as recommended by this Committee in its report “Beyond C-2”, tabled in the House in May 31, 2001.

Elisabetta Bigsby and Hélène Gendron made a statement and with the other witnesses answered questions.

At 11:55 p.m., the Vice-Chair, Carol Skelton, assumed the Chair.

At 12:37 p.m., the Committee adjourned to the call of the Chair.
