Meeting No. 25

Thursday, May 10, 2001

The Standing Committee on Human Resources Development and the Status of Persons with Disabilities met at 11:12 a.m. this day, in Room 308, West Block, the Chair, Peter Adams, presiding.

Member(s) of the Committee present: Peter Adams, Jeannot Castonguay, Paul Crête, Georges Farrah, Judi Longfield, Joe McGuire, Val Meredith, Anita Neville, Carol Skelton, Diane St-Jacques and Alan Tonks.

Acting Member(s) present: Robert Lanctôt for Monique Guay and Inky Mark for Carol Skelton from 12:30 to 12:55.

In attendance: From the Library of Parliament: Kevin Kerr, Julie Mackenzie and Bill Young, Research Officers.

Appearing: From the Department of Human Resources Development Canada: The Hon. Jane Stewart, Minister of Human Resources Development; Ethel Blondin-Andrew, Secretary of State (Children and Youth).

Witness(es): From the Department of Human Resources Development Canada: Claire Morris, Deputy Minister; Alan Winberg, Assistant Deputy Minister, Financial and Administrative Services; Hy Braiter, Senior Assistant Deputy Minister, Service Delivery.

The Committee resumed consideration of its Order of Reference from the House of Commons dated Tuesday, February 27th relating to the Main Estimates for the fiscal year ending March 31, 2002 and, pursuant to Standing Order 81(7), its consideration of the Report on Plan & Priorities. (See Minute of Proceedings, Tuesday, May 8, 2001)

Jane Stewart and Ethel Blondin-Andrew made a statement and with other witnesses answered questions.

The Chair introduced Elvisa Ermakova, member of the Russian Duma and Deputy Chair of the Dumas's Committee on Labour and Social Policy and Anatoliy Golov also a Duma member.

The Chairman called Votes 1, 5, 10 and 20 under Human Resources Development.

Vote 1, less the amount of 118,741,500 voted interim supply carried on division.

Vote 5, less the amount of 354,265,666 voted interim supply carried on division.

Vote 10, less the amount of 1,983,750 voted interim supply carried on division.

Vote 15, less the amount of 392,500 voted interim supply carried on division.

Vote 20, less the amount of 1,315,416 voted interim supply carried on division.

It was agreed, -- That the Chair report Votes 1, 5, 10, 15 and 20 under Human Resources Development to the House.

At 12:55 p.m., the Committee adjourned to the call of the Chair.
