Meeting No. 51

Wednesday, April 17, 2002

The Standing Committee on Canadian Heritage met at 3:38 p.m. this day, in Room 308, West Block, the Chair, Clifford Lincoln, presiding.

Members of the Committee present: Jim Abbott, Sarmite Bulte, Rodger Cuzner, Claude Duplain, Christiane Gagnon, John Harvard, Loyola Hearn, Wendy Lill, Clifford Lincoln and Dennis Mills.

Acting Member present: John Finlay for Roger Gallaway.

In attendance: From the Library of Parliament: Alan Cofman, intern; Joseph Jackson,; Terrence Thomas, Research Officers.  From Legal and Legislative Services:  Philippe Mela and Joann Garbig, Legislative Clerks.

Witnesses: From the Department of Canadian Heritage: Marc O'Sullivan, Director General, Broadcasting Policy and Innovation; Michael Wernick, Assistant Deputy Minister, Cultural Affairs; Larry Durr, Director, Broadcasting Distribution Services, Broadcasting Policy & Innovation.

Pursuant to its Order of Reference of Tuesday, February 5, 2002, the Committee resumed consideration of Bill S-7, An Act to amend the Broadcasting Act (See Minutes of Proceedings, Wednesday, April 10, 2002, Meeting No. 48).

On Clause 1

The witnesses answered questions

Christiane Gagnon moved, - That the Clause by Clause Study of Bill S-7, An Act to amend the Broadcasting Act, be postponed to enable other witnesses, in particular Radio-Canada/CBC and Canadian Heritage officials to answer questions before the Committee.

The question being put on the motion it was negatived on a show of hands.

YEAS: 1                      NAYS: 7

It was agreed, - That Bill C-54, An Act to promote physical activity and sport, referred to the Standing Committee on Monday, April 15, 2002, be further referred to the Sub-Committee on Sport, for consideration, and that the Sub-Committee report the Bill to the Standing Committee.

ORDERED, - That Bill C-54, An Act to promote physical activity and sport, be referred to the Sub-Committee on Sport.

At 4:55 p.m., the Committee adjourned to the call of the Chair.
