Meeting No. 86

Thursday, April 11, 2002

The Standing Committee on Finance met at 9:05 a.m. this day, in Room 371, West Block, the Chair, Sue Barnes, presiding.

Members of the Committee present: Sue Barnes, Carolyn Bennett, Scott Brison, Roy Cullen, Nick Discepola, Albina Guarnieri, Rahim Jaffer, Maria Minna, Shawn Murphy, Pauline Picard, Gary Pillitteri, Bryon Wilfert.

Acting Member present: Charlie Penson for Ken Epp.

In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Acting Principal, Blayne Haggart and Marc-André Pigeon, Research Officers.

Appearing: Bryon Wilfert, Parliamentary Secretary to the Minister of Finance.

Witnesses: From the Department of Finance: Patricia Malone, Chief, Excise Act Review, Sales Tax Division, Tax Policy Branch; Brian Willis, Senior Chief, Excise Tax, Sales Tax Division, Tax Policy Branch; Ron Brazeau, Senior Tax Policy Officer, Excise Tax Review, Sales Tax Division, Tax Policy Branch.

Pursuant to its Order of Reference of April 9, 2002, the Committee proceeded to the consideration of Bill C-47, An Act respecting the taxation of spirits, wine and tobacco and the treatment of ships’ stores.

The Chair called Clause 1.

Bryon Wilfert made an opening statement and, with the other witnesses, answered questions.

At 10:08 a.m., the sitting was suspended.

At 10:15 a.m., the sitting resumed.

The Committee proceeded to consider its future business, in camera.

It was agreed, -- That the Chair of the House of Commons Standing Committee on Finance invite the Honourable Lucienne Robillard, P.C, M.P., President of the Treasury Board to appear before the Finance Committee and update members on the progress-to-date of Treasury Board’s review of the Government’s Cost Recovery policy.

 

This review would include an outline of policy changes under consideration, if any, and would be followed by an invitation from the chair of the H.O.C. Standing Committee on Finance to other interested stakeholder groups, such as the Business Coalition on Cost Recovery. 

At 10:50 a.m., the Committee adjourned to the call of the Chair.
