Thursday, February 21, 2002

The Standing Committee on Finance met at 9:37 a.m. this day, in Room 269, West Block, the Chair, Sue Barnes, presiding.

Members of the Committee present: Sue Barnes, Carolyn Bennett, Scott Brison, Roy Cullen, Ken Epp, Jason Kenney, Yvan Loubier, Shawn Murphy, Lorne Nystrom, Pauline Picard, Monte Solberg.

Acting Members present: Alan Tonks for Maurizio Bevilacqua, Bryon Wilfert for Nick Discepola, Tony Valeri for Albina Guarnieri, Steve Mahoney for Sophia Leung, Larry Bagnell for John McCallum, John Finlay for Gary Pillitteri, James Moore for Rahim Jaffer.

In attendance: From the Research Branch of the Library of Parliament: June Dewetering, Acting Principal, Blayne Haggart and Marc-André Pigeon, Research Officers.

Witnesses: From the United Steelworkers of America: Dennis Deveau, Government Liaison, Legislative Department; Robert Falconer, Department Head, Education; Lawrence McBrearty, Canadian National Director. From the Department of Finance: Serge Dupont, General Director, Tax Policy Branch; John Davies, Senior Economist, International Finance & Economic Analysis Division, International Trade & Finance; Gérald Lalonde, Senior Chief, Tax Legislation Division, Tax Policy Branch. From the Department of Transport: William J.S. Elliott, Assistant Deputy Minister, Safety and Security Group. From Infrastructure Canada: Jacques Parent, Acting Assistant Secretary. From the Department of Human Resources Development Canada: Gordon W. McFee, Director, Policy and Legislative Development.

Pursuant to its Order of Reference of Monday, February 18, 2002, the Committee resumed consideration of Bill C-49, An Act to implement certain provisions of the budget tabled in Parliament on December 10, 2001 (See Minutes of Proceedings, Wednesday, February 20, 2002, Meeting No. 78).

Lawrence McBrearty made a statement and, with the other witnesses, answered questions.

At 10:33 a.m., the sitting was suspended.

At 10:39 a.m., the sitting resumed.

Departmental Officials answered questions.

At 11:29 a.m., the sitting was suspended.

At 12:02 p.m., the sitting resumed.

The Committee proceeded to discuss its future business.

It was agreed, --That, with regard to Bill C-49, witnesses previously contacted by the Committee as well as the Airline Pilots Association, be given an opportunity to appear before the Committee on Monday, February 26, 2002.

It was agreed, --That clause-by-clause consideration of Bill C-49 commence on Tuesday, February 26, 2002 at 9:30 a.m.

At 12:30 p.m., the Committee adjourned to the call of the Chair.
